The Baltimore Gas and Electric Company hereby requests an Amendment to its Operating License Nos. DPR-53 and DPR-69 for Calvert Cliffs Unit Nos.1 and 2, respectively, with the submittal of the proposed changes.

The proposed amendment will revise the Site Boundary hiap and the Low Population Zone hiap, Figures 5.1-1 and 5.1-2 respectively, for Calvert Cliffs Unit NeA 1 and 2.

IIACKGitOUNI)

The Technical Specification definition for the Site Boundary hf ap states that the Site Boundary shall ,

be that line beyond which the land is neither owned, nor leased, nor otherwise controlled by the Licensee. Baltimore Gas and Electric Company purchased land beyond the lines specified as the current Site Boundary in Figures 5.1-1 and 5.1-2 in 1986. The property is a wooded site north of the current Site Boundary. At the time land was purchased, the requirement to update the Technical Specifications was not recognized. A Quality Assurance audit of the Technical Specifications identified the discrepancy between the current property lines and the Technical Specification maps.

This amendment request is submitted te revise the Site Boundary 'f ap and the Low Population Zone hiap to accurately reflect the Site Boundary.

FAFirIY ANAINSES / JUS'ilflCATION The revision to the Site Boundary hiap and the Low Population Zone hiap is administrative in nature. Baltimore Gas and Electric Company purchased additional wooded land north of the lines currently identified as the Site Bounciary. The exclusion area as defined in 10 CFR Part 100 has been increased. Ilowever, this property addition does not change the offsite dose calculations performed in our Safety Analysis. Security controls have not substantially changed given the additional land.

Updating these maps does not constitute a substantive change to the Technical Specifications.

I)lil'ERMINATION OF SIGNIFICANT llAZARI)S The proposed changes have bcen evaluated against th; standards of 10 CFR 50.92 and have been determined not to involve a significant hazards consideration, in that operation of the facility in accordance with the proposed amendment:

1. Inndd not involve a significant increase in the prid> ability or consequences of an accident previously evahtated.

The proposed update of the Site Boundary Map and the Low Population Zone Map is administrative and does not constitute a substantive change to the Technical Specificatiens.

Therefore, the changes do not invoNe a significant increase in the probability or consequence of an accident previously evaluated.

2. Would not create the possibility of a new or different type of accident from any accident previously evaluated, The proposed changes do not modify the plant's configuration or operation at they are administrative. As a result, no new accident initiators are introduced. Therefore, the changes do not create the possibility of a new or different type of accident from any accident previously evaluated.

3. Would not involve a significant reduction in a margin ofsafety.

As the proposed ch:mges are administrative and do not constitute a substantive change to the Technical Specifications, the margin of safety is not affected. Therefore, the changes do not ir.volve a significant reduction in a margin of safety.

Based on the above, n, have concluded that these changes do not constitute a significant hazard.

SAFL'IY CONIN11'ITEE REVIEW The proposed changes to the Technical Specifications and our determination of significant hazards were reviewed by our Plant Operations and Safety Review Committee and our Off-Site Safety Review Committee. They concluded that implementation of these changes will not result in an undue risk to the health and safety of the public.
