Dear Mr. Adams,

Attached please find a revised version of our Reactor Facilty Security Plan. Our present plan was written to meet the requirements of formula quantities of HEU. All of our HEU fuel was shipped off site in 1994. Our present LEU inventory ( 7.9 Kg) places us in the Low Strategic Significance Material category which does not even require a l Security Plan, however, our R-66 License allows up to 11.0 Kg of LEU which would put i us in the Moderate Strategic Material category. We have, therefore, rewritten our plan to meet the requirements of Moderate Stategic Significance. This revised plan was reviewed and approved by our Reactor Safety committee on February 20,1996. We request your approval of this plan.
