SUBJECT:

ACCEPTANCE FOR REVIEW OF TECHNICAL REPORT NEI 14-05 REVISION 1, GUIDELINES FOR THE USE OF ACCREDITATION IN LIEU OF COMMERCIAL GRADE SURVEYS FOR PROCUREMENT OF LABORATORY CALIBRATION AND TEST SERVICES

Dear Mr. Richter:

By letter dated February 20, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20034F042), the Nuclear Energy Institute (NEI) submitted Revision 1 of NEI 14-05, Guidelines for the Use of Accreditation in Lieu of Commercial Grade Surveys for Procurement of Laboratory Calibration and Test Services, to the U.S. Nuclear Regulatory Commission (NRC) for NRC staff review and approval.

The NRC staff has reviewed NEIs submittal and determined there is sufficient information to begin the technical review. With respect to this review the NRC staff plans to issue the request for additional information by April 30, 2020, followed by the draft safety evaluation (SE) by June 30, 2020. This schedule information takes in consideration the NRCs current review priorities and available technical resources and may be subject to change. If modifications to these dates are deemed necessary, we will provide revisions/updates to this information.

Section 170.21 of Title 10 of the Code of Federal Regulations requires that topical reports are subject to fees based on the full cost of the review. Based on NRCs letter dated March 5, 2020 (ADAMS Accession No. ML20034F042), a fee waiver exemption request was granted, therefore, all NRC staff hours will be billed to the appropriate non-fee billable charge codes.

M. Richter If you have questions regarding this matter, please contact Leslie Fields at (301) 415-1186 or leslie.fields@nrc.gov.

Sincerely,

/RA/
