coefficient (MTC) as discussed during a teleconference on December 6, 1991 at 1000 CST between Union Electric and the NRC Staff. This Technical Specification contains Action b which reads: "dith the MTC more negative than the EOL limit specified in the COLR, be in HOT SHUTDOWN within 12 hourr."

Currently, COLR Section 2.1.1 specifies that the End of Cycle Life (EOL) MTC shall be less negative than -41 pcm/*F.

Action Statement 3.1.1.3.b wie entered at 0227 CST on December 6, 1991 when the 20J ppm MTC was measured at n48

.pcm/'F. At the time of the teleconference, callaway Plant was in Mode 1 - power Operations.- The- LCO period will expire .

at 1427 CST ct December 6, 1991. Union Electric requests that the requirement to shut down the plant be extended by 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 1427 CST on December 9, 1991 by which time the EOL MTC litalt in the COLR will be revised as discussed below. -

Background' .

1. Technical Spesification 4.1.1.3.b requires that the MTC be measured within 7 EPPD after reaching an equilibrium boron concentration of 300 ppm and compared to tha 300 ppm surveillance limit specified in the COLR (which is -32 pcm/'F). Technical Specification - 3.1.1.3.b requires that the plant be in HOT SHUTDOWN within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> if the MTC is more negative than the EOL limit specified in the COLR (which is -41 pcm/*F). At 0227 CST on December 6, 1991 Action Statement 3.1.1.3.b was entered since the 300 ppm surveillance measured the MTC as -48 l pcm/*F. An extension of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> beyond that given in Specification 3.1.1.3.b is requested. I 9112160286 911246  ;;

The EOL MTC limit correspords to the most positive moderator density coeffAc hnt used in the FSAR analyses. Weetinghouse has preliminarily stated that the PSAR analyses are valid t.'or an MTC as negative as -49.3 pcm/*F (all rods out, hot full power) and is in the process of formalizing a revision to the COLR to revise the ECL MTC limit. The extension wi.ll allow the COLR revision process to be completed and adoid a plar;t uhutdow.) transient. Given the above, the extention request uoes not involve a significant hazard consideration.
