Good questions. Ralph and his staff will get back to you with the specific, coordinated answers to the questions after working with OSTP. We developed talking points to use in informing the licensees, DHS, 1

  • and others on Friday. I know that Eric and DNS were working with OPA on Questions and Answers today.

We'll also be working with OSTP on more contact with the States as followup, although we had not yet gone to the extent of asking for a response.

Our expert in Vermont (Bern Stapleton) is making good progress in the records review. This email provides a high-level update:

1. The Vermont Archivist has furnished NRC a list (1-inch thick) of the contents of the 170 boxes that were made public early in 2003. Bern is reviewing this list to identify other potential documents that may be or contain Safeguards Information.
2. Based on records reviewed so far, Bern identified one additional SGI document so far that is now secured. It was a letter from the utility (VY?) to a Commissioner on the Governor's staff.
3. A member from the Governor's staff is assisting in the document review.
4. An exit meeting is tentatively planned for 0900 this Thursday (8 January).
5. The State remains very cooperative and supportive of the records review.
6. Bern will also be working with the State Archivist over the next couple of days on who else may have gained access to SGI contained in the documents made publicly available.
7. This review only includes records made publicly available from the Governor's personal papers in early' 2003. There is another collection of records that has been secured/sealed and will not be available to the public until 2013 (10 years from the end of term). NSIR will need to work with the State Archivist to ensure that any Safeguards (or higher?) information contained therein is not automatically released in 2013.
8. At this time, it does not appear necessary for Region I to send someone to assist in the document review. If the situation changes, Bern will reach out for assistance. DHS has also decided that it does not need to send someone to assist, but it remains very interested in the matter and requested an update through the NRC watchstander at the HS Operations Center.

I just briefed Maria and she invited TAs from the other offices on the status of the Boston Herald issue.

They had the following comments/questions:

- Is OPA writing talking points? I said that I thought they were, but I had not seen them yet. Are talking points written? If so, can OEDO get a copy and we'll forward them to the Commission?

- They asked what we're doing to inform other States. I told them about the e-mail OSTP sent to all SLOs on Friday and then forwarded them a copy. Maria read the e-mail and thought that we should be A

Do we plan to do something more with the other States? I'm not saying that we necessarily should, perhaps it's not appropriate.

- The Commission would like to see (informally, for information only) the letter that we plan on sending in response to the Dec. 30 letter to Keith Everly. Please work through me to get me the letter after it's written, so that I can ensure the EAs see our response before the letter is issued.
