Southern Nuclear Operating Company (SNC) is providing the enclosed objectives for the 2003 Emergency Preparedness Exercise at the Edwin 1.Hatch Nuclear Plant. The Document Control Desk will not receive a copy of this document per the guidance transmitted by NRC letter, "Submittal of Annual Emergency Exercise Objectives, Detailed Scenarios and Controller Packages," dated January 8. 1987. The Plant Hatch exercise is scheduled for August 20, 2003. The objectives of the 2003 Emergency Preparedness Exercise are submitted in accordance with the guidance contained in References 1,2, 3, and 4.

ENCOSURE HATCH NUCLEAR PLANT 2003 EMERGENCY PREPAREDNESS BIENNIAL EXERCISE OBJECITlVES The E. 1.Hatch Nuclear Plant 2003 emergency preparedness exercise objectives are based upon Nuclear Regulatory Commission requirements provided in 10 CFR 50, Appendix E, Emergency PlanningandPreparednessfor Production and Utilization Facilities. Additional guidance provided in NUREG-0654, FEMA-REP-l, Revision 1, CriteriaforPreparationandEvaluation of RadiologicalEmergency Response Plansand Preparednessin Support ofNuclear Power Plants, was utilized in developing the objectives. The following objectives for the exercise are consistent with the aforementioned documents:

A. Accident Assessment and Classification I. Demonstrate the ability to identify initiating conditions, determine Emergency Action Level (EAL) parameters and correctly and timely classify the emergency throughout the event.

2. Demonstrate the ability to provide core damage assessments.
3. Demonstrate the ability to assess plant conditions and timely determine the appropriate protective actions.

B. Notification

1. Demonstrate the ability to alert, notify and mobilize appropriate station and corporate emergency response personnel.
2. Demonstrate the ability for accurate and timely notification of the emergency to the State, Local and Federal authorities.
3. Demonstrate the ability for accurate and timely notification of protective action recommendations to the State and Local authorities.
4. Demonstrate the ability to warn or advise onsite individuals (including employees, visitors and contract personnel) of an emergency condition.

C. Emergencv Response I. Demonstrate that an individual is assigned and is in charge of the emergency response.

2. Demonstrate the line of succession for the Emergency Director.
3. Demonstrate planning for 24-hour per day emergency response capabilities.
4. Demonstrate timely response of station and corporate management, administrative and technical staff.

5. Demonstrate the timely activation of the Technical Support Center (TSC), Operations Support Center (OSC), and Emergency Operations Facility (EOF).
6. Demonstrate the adequacy of the facility, equipment, security provisions and habitability precautions for the TSC, OSC, EOF, Corporate Emergency Operations Center (CEOC) and the Emergency News Center (ENC), as appropriate.
7. Demonstrate satisfactory communications ability of all emergency support resources.

D. Radioloeical Assessment and Control I. Demonstrate the gathering of onsite radiological data including collection and analysis of in-plant surveys and samples necessary for emergency response.

2. Demonstrate the gathering of radiological and non-radiological data including collection and analysis of field monitoring surveys and samples for environmental necessary response.
3. Demonstrate the ability to develop dose projections, compare the projections to Protective Action Guidelines (PAGs) and determine the appropriate protective actions.
4. Demonstrate onsite contamination control measures including area access control.
5. Demonstrate the ability to project doses from available plant instrumentation, as appropriate.
6. Demonstrate onsite PAGs for a select number of personnel, as appropriate.
7. Demonstrate the decision making process for authorizing emergency workers to receive radiation doses in excess of administrative limits, as appropriate.
8. Demonstrate the ability for collection and analysis of Post-Accident samples.

E. Public Information Prom-am I. Demonstrate the timely and accurate response to news inquiries.

2. Demonstrate timely preparation of accurate news releases and suppression of rumors.

F. Evaluation I. Demonstrate ability to conduct a post-exercise critique to determine areas requiring additional improvement.
