From the media coverage I have heard, First Energy does not have a good safety record at Davis-Besse. The fact that some of their equipment was never tested while assemtiled is appalling (individual parts of pumps were tested but not the pumps as a whole). First Energy clearly appears to value profits and schedules over public and worker safety, I apped toyou to keep Davis-Besse closed or have it ye-fitted so that is suitably safe. Priority of public safety should lie higher than the importance of First Energy's schedule. In all respect for the public I ask that you keep the Davis-Besse nuclear reactors closed. If you would, please respond immediately!

Dear Mr. Caldwell,

My family and I reside in 1 and are concerned that you may be considering powering up the Davis-Besse NUCear Plant. It is my understanding the mechanical problems at Davis-Besse are nearly corrected, but the dangerous management issues still exist. FirstEnergy has a reputation for coercing employees to remain silent about quality and compliance issues. I do not trust this corporation to run a nuclear power plant in anyones neighborhood. My family, neighbors and I plead with you to keep this power plant closed or have it converted to gas or coal. We honestly feel this plant is a danger to us. We hope you will choose wisely and make your decision as if you and your family were in our position. I am a nurse practitioner and thus, feel a sense of responsibility to provide thoughtful and competent care to those I serve. I pray you feel the same.

Dear Mr Caldwell:

My family and I live on the east side of f the Perry Nuclear plant. If the recent incident of the corrosion penetration of the had happened at Perry, it would have been of immediateand close concern for us. I am sure the families that live in the Port Clinton area feel this concern.

It is of highest importanceto make sure our power plants are safe. Business profit motives must never be allowed to compromise operationsor maintenance. This incident at Davis Besse is but a symptom of the difficulty of not compromisingpublic safety. The higher the potential damage and potential h a w the higher the standards must be set to not allow unsafe practices and operation.

. It is not acceptableto wait for a disaster, and then have the owning company sued out of existance. T h i s still leave the lasting harm to citizens, present and future. This is not a business plan, or an operating model to continue with.

As the Davis Besse plant nears the end of its operational design We, it should be considered to decomission it as a nuclear plant, yet keep the investment in electrid generation facility by powering with alternate power sources, for instance natural gas. As the plant ages, the cost of repair may soon outweigh the cost of conversion. When the potential human costs of a radiation leak are accounted for, the high costs of keeping an aging nuclear plant operating become even higher.

Would you want to drive your family down the freeway in an old car, with the wheels falling of? I wouldnt, and I wouldn't want you coming over the center margin putting us in danger, either.

Respectfully, Gregoorv F. Shav I '

James E. Dyer, Regional Administrator U.S. Nuclear Regulatory Commission 801 Warrenville Road Lisle, II 60532-4351

Dear Mr. Dyer,

I live in and enjoy the recreation activities along western Lake and family also in the area. It was with interest that I have followedthe disclosures concerning safety at Davis-Besse.

It seems incredible that the reactor had to be shut down as a result of a problem that was so close causing damage to the facility. With the history of Three Mile Island and the disaster in Russia, it would seem that close calls would be a thing of the past and that proactive measures would be in effect at all US power plants.

Surprises should not exist.

Safety with respect to public safety should always come first, especially as it concerns nuclear reactors.

Davis-Besse should remain closed. Partial fixes are not the answer. Unless completely revamped to the latest standards of safety and with iron clad safety procedures in place including outside inspections by independent bodies not part of the power industry should any power-up take place in the future.

Economical, environmentallyfriendly power is the goal of everyone. However, the immediate damage and downwind fallout of the Chernobyl lasts for generations.

Respectfully yours, Rick'Weaver

Lisle, IL 60532-4351 Mr. Caldwell, My family and I live in the Perry Nuclear Power Plant. While we are

. not worried about our a

we are very distressed to he r of big problems with the Davis-Besse plant. We have family living in that is a little too close to Davis-Besse for our comfort.

also and For a problem such as those detected by the NRC recently to persist unchecked is unconscionable. Public safety much be foremost in your decision making process. If an accident like Chernoble were to happen in the states, even with all the advantages and oversight that we supposedly have, would be devastating. I believe the root cause for the problems at Davis-Besse is not technical but mostly managerial and cultural.

I hope you consider closing the plant down permanently or overhauling the entire organizational structure so that safety is the top issue.

Sincerely, I

If any contaminants enter Lake Erie It would be detrimental for my family since our water supply comes from the lake.

As you know, being a government employee it is up to you to protect the public and not help companies cover up any discrepancies that they may have. People's lives depend upon you doing the right thing. Please keep Davis-Besse closed for the sake of mankind.

Dear James Dyer,

It is my understanding there is pressuring demands of reopening a damaged deteriorating Davis-Bessc nuclear power Iant and it may not be fit to open to a rcparation schedule demand. As a concerned and citizen of this wonderfUl country I cannot express enough the duty of your o ice if this plant were to open without a fbll rigorous schedule of un-biased safety inspections and testing. We do not live in a third world country nor do we live with such high energy demands we jeopardize rrursf&@reptaf ion as Aniericans.

If such irreparable damage is not considered a catastrophic health dauger then we have failed as a United Staie.

Dear Jim Caldwell,

My name is Susan Harvey at h i a m 1 am writing you concerning the opening of the Davis-Besse Plant. This plant is a hazard to my family and I. The damage this plant could potentially cause would be devastating to my family. Drinking water could be affected as well as the cities agricultural industries such as fishing. This damage could effect more than Ohios water supply but also the water supply for the Northeastern states. Lake Erie provides the water supply for more than ?4million residents in the metropolitan areas alone.

We both know that it is of greater difficulty to repair poor conditions than it is to prevent them. Why would you cause a potential domino effect, which could affect my children, my childrens children, and so on? There have already been thousands of deaths, fatalities, and radiations related incidents Now lets get to the money that would be lost by the consumers for various reasons. People would risk financial strains due to relocation, health care expenses, ana lost of wages for various medical reasons. The cost of repairing accidents in CT around the plant is also phenomenal. Accidents, though there may be few, will occur.

Mr. Caldwell, I would like for you to weigh the issues surrounding this plants fate.

The dangers of opening this plant far outweigh the benefits. Ask yourself, is it really worth it?

Dear Mr. Caldwell:

I am writing to express my concern for the appalling state of affairs at the Davis-Besse Nuclear Power Plant. I am concerned by the apparent lack of concern for public safety by FirstEnergy in terms of their lack of attention to even basic maintenance. Lisle, IL 60532-435 1 Mr. Caldwell, My name is Charles Caesar and I live in.- My family and I are concerned about the possible dangers of the Davis-Besse nuclear power plant. There have been 2 near disasters, most recently on March 6,2002, with the discovery of a 5-by-7 inch hole on the reactor. Had the hole burst, the emergency cooling system would not have worked which would have led to a meltdown.

A meltdown at Davis-Besse would cause irreversible damage to Lake Erie and potentially the Great Lakes system which is the largest freshwater system on the planet. This concerns not only my family, but numerous other -citizens as well.

Mr. Caldwell, keep the Davis-Besse nuclear reactor closed.

Look me in the eye and tell me Davis-Besse is safe

Dear Mr. Jim Caldwell,

I am writing to urge you to consider the safety of Ohioans over that of First Energy's schedule. This is too important to bow to First Energy's concerns over the rest of us. I find the record of Davis-Besse so horrendous that it defies description. The articles I have read suggest that they have never taken their responsibility seriously in handling this most dangerous of enterprises. Their past promises have not been kept, why would you expect a change now?

In light of their recent failures to assure our safety, I urge you to keep the plant closed. What is your response?

Warten

Dear Mr. Caldwell,

Please keep the Davis-Besse nuclear reactor closed. In the best of circumstancesI am opposed to the use of nuclear power, its use shows no consideration for the future hmenerations. However, my wife and I and oup-d l daughter live in o4 which I near enough to that place to be concerned about its operation.

s The responsibility of the U.S. Nuclear Regulatory Commission should be the safety and welfare of the public, and not the commercial considerations of First Energy, nor any other commercial entity.

Please reassure me and my family that this damaged and dangerous facility will by closed permanently.

Sincerely,

Look me in the eye and tell me Davis-Besse is safe I -

Dear Sir:

My Husband and I have lived in this area for over *ears and in o v e r e e a r s where we are raising our children. We owned First Energy stock until recently when we finally lost faith in their ability to deal honestly with the community.

You are in a position to protect our community f-kom First Energy's callous attitude. Be vigilant in your effort. Please keep the Davis-Besse nuclear reactor closed.

Dear Sir,

I write on behalf of myself and my family to ask for your help. We feel it is important that the U.S. Nuclear regulatory Commission keep the Davis-Besse nuclear reactor closed. Clearly the dangers of Davis-Base far outweigh any benefits to be had.

A meltdown at Davis-Besse would cause untold damage to the lives of those of us living near as well as inestimable damage to the immediate environment as well as the Great Lakes system in its entirety. There is no benefit fiom this plant that could justify this possibility.

I would appreciate a response as to your feelings on this matter.

I Yours truly,

Dear Mr. Caldwell,

This letter is to address my concerns regarding the operation of the Davis-Besse nuclear power plant. The dangers to the public health and waterways could be damaged by the re-opening of this nuclear plant.

It is my opinion that this plant should remain closed. It is the top priority of the Nuclear Regulatory Commission (NRC), to protect the publics safety, not the priorities of FirstEnergy.

Please respond to me in writing concerning this important issue, my return address is listed below. Thanks for your cooperation in this matter.

Sincerely, Ms. Sharon R. Everett

Dear Mr. Caldwell:

d are very concerned about the health and and environment.

A meltdown at Davis-Besse could muse irreversible damage to the Great Lakes system, which as you know, is the largest freshwater system in the world. Twelve million people live in its vicinity, what to speak of the wildife and fish that are dependent on this water system.

We know you shoulder the responsibility for so many important decisions when it comes to the Davis-Besse plant in Ohio. There are many economic and environmental considerations. But public safety must be your top priority.

Please keep the Davis-Besse nuclear reactor closed.

Thank you for your consideration. We await your immediate response.
