T GOAL.S AND OBJECTIVES The 1985 Browns Ferry Nuclear Plant (BFN) REP exercise will be a full-scale exercise requiring full participation by TVA, State, and local emergency response agencies. The plant portion of the exercise will be conducted in one day and will have a duration of approximately eight hours.- Second day activities will consist of ingestion pathway activities with TVA supporting the State response as required. _ Exercise Goals The TV A goals for the 1985 BFN exercise are as follows: A. To allow plant and offsite personnel to test and practice their - response capability in accordance with- the BFN REP, BFN REP implementing procedures, and offsite emergency center implementing proce dures . B. To ensure that deficiencies observed in previous exercises have been corrected. C. To identify REP activities- that are in need of improvement or revision. _ Objectives The following objectives will be tested or -demonstrated. A4 Test the REP notification procedure throughout the notification chain, beginning at the BFN control room and extending to State and local authori ties . B. Demonstrate BFN's ability to respond to hazardous radiological conditions onsite , i .e . , pos t-accident sampling ,- HP respcnse , assembly and accountability of nonessential plant personnel, etc. ; C. Demonstrate the staffing and efficient operation of TV A emergency operation facility. D. Test the communications networks between TV A, State , and local governments and with other support groups. E. . Activate the Joint Information Center and demonstrate the capability. for periodic pubito information releases by TVA. F. Demonstrate the capability of TVA to assemble and transmit in a timely manner the appropriate information needed by offsite authorities to evaluate the necessity for protective actions . O 1

The exercise will be initiated from the BFN main control room at 0800 (CST) on November 13, 1985. The exercise will extend over i approximately nine hours on the first day and three hours on the 'second day. The exercise will initiate at BFN and initially involve the onsite and offsite TV A emergency organizations. This is a full scale exercise so the State of Alabama and_ risk counties will fully participa te . The TVA onsite emergency organizations will comlete their participation on day one of the exercise. Offsite TVA organizations will support the State as required on day two of the exercise. Those participating in the exercise may include , but are not limited to, the following: A. Browns Ferry Nuclear Plant , Decatur , Alabama E. Tennessee Valley Authority, Muscle' Shoals, Alabama, Chattanooga , Knoxville , Tennessee C. plant. Unit 3 scrams. B. The tornado warning is lifted. C. Fire is reported on elevation 580 of.the service building (Electrica1' Equipment Room). D. The refuel zone crane is determined to be inoperable resulting in the f uel cask being suspended in' the refueling pool. E. The standby gas treatment system is determined to be inadequate to pull vacuum in the refueling zone. A SITE AREA EMERGENCY is declared based on major failures of plant functions needed for protection of the public. T F. Loss of sump drain seal in the radwaste building rsults in a release of 500 ci of noble gases to the environment. The release duration is five minutes and results in a dose rate of 9mR/hr at the site boundary.

.5-c G.' Contaminated debris is discovered offsite by environmental field teams. This debris was deposited by the tornado after it had blown it out off the refuel zone.
'I H. The crane has been repaired. During the movement. of the fuel cask, the crane malfunctionsls causing the fuel cask to drop and tip over into- the spent fuel. Major damage is caused to the spent fuel, resulting in a release of radioactivity to the environment.
.A GENERAL EMERGENCY is declared based on -loss of two of three fission product barriers or building release rate greater than 3.4 E6 uCi/sec.
I. The release continues as the cask is leaning against the spent fuel, causing additional fuel rods to fail as time passes. J. Maintenance crews manage to get the crane repaired. The cask is lifted off the fuel into a stable upright configuration. 1 The release of radioactivity is terminated. Plant activities in the exercise will cease shortly after this. K. Recovery operations will begin assuming a 24-hour time lag. A simulated Environmental Protection Agency disposition plot will be distri bu ted . First-day play will stop at this point. n ( ). L. Unit 1: Head off, fuel in vessel Unit 2: Head off, no fuel in vessel; core has just been removed Unit 3: 100 percent power A dry storage cask is being positioned into unit 2 spent-fuel pool. The site is under a tornado wat6h which was issued at 0,74~0 CST by the National' Weather Service . 9fA] 073 0 The exercise begins when a tornado strikes the plant , resulting in the following damsge; Radwaste Building exhaust is heavily damaged; reactor [z building panels are' blown off exposing the refueling floor to the environment , debris causes damage to two radiation monitors on the refueling floor which isolates the primary ventilation system, the crane operator is injured; loss of all 500 kV lines. Unit 3 scrams. Normal shutdown proceeds using 161 kV offsite power. An ALERT is declared based on a tornado striking the plant. g Yj

fire is reported in the damaged warehouse and. the fire brigade is dispatched to fight it. The crane operator is found to have only minor injuries ' with no further action required. An inspection of the refuel zone , crane reveals that it is inoperative due to damage sustained during the tornado. The fuel cask is suspended in the unit 2 spent-fuel pool. As the scenario continues , the standby gas treatment system is determined , to be inadequate to pull vacuum in the refueling zone. A SITE AREA EMERGENCY is declared based on major failures of plant functions needed for the protection of the public. Repair crews start preparations to repair the crane and the building panels. The' next major event is the loss of the sump drain seal in the radwaste building which results in the release of 500 ci. of noble 6ases to the e nvironment . The release duration is five minutes and results in a dose , rate of 9 mR/hr at the site boundary. During the response to this release ,. an environmental field team discovers some contaminated debris outside the plant boundary that was blown out of the refueling zone by the tornado.
~ As the scenario continues , the crane is repaired and the decision 10 made to lower the cask into the final position. When this is attempted, the l crane malfunctions , resulting in the fuel cask tipping over and leaning
,s on the spent fuel. A' major release of radiation involving both noble gases and lodines occurs. A GENERAL EMERGENCY is declared based on loss of two

3.4 E6 uC1/9 This release continues for two and one-half hours as pressure from the cask continues to damage additional fuel. The panels on the refueling floor' are still open so a two and one-half hour release to the' environment occurs. The release is terminated when the crane is repaired and the cask is lif ted off the spent fuel and into a stable configuration. Plant activities will cease shortly af ter this point. Phase two now begins which is the offsite recovery effort. It is assumed t that' 24 hours has passed. A simulated Environmental Protection Agency-h deposition map is distributed in the offsite emergency centers. Day-one exercise activities are terminated shortly after this time. Second-day activities begin at 0800 CST. State agricultural teams are dispatched with TVA providing support to the State as requested. Day-two activities are completed at approximately 1100 CST and the exercise is terminated . 4 n
