U.S. Nuclear Regulatory Commission Public Meeting Summary
Title:
Public Meeting with the Nuclear Energy Institute Date/Time of Meeting: February 20, 2020; scheduled for 0800 - 1200 Location: U.S. Nuclear Regulatory Commission Three White Flint North, 1C05 11601 Landsdown Street Rockville, MD 20852 Type of Meeting: Category 2 Purpose of the Meeting:
The meeting had two purposes. The first was for industry to provide the NRC with details of their initiatives on the use of wireless at nuclear power plants. The second was to discuss performance informing cyber security oversight.
General Details:
The U.S. Nuclear Regulatory Commission (NRC) staff conducted a public meeting on Thursday, February 20, 2020. The meeting started promptly at 0800 and ended around 1100. There were over 100 attendees in the room, on the phone, and on Skype including NRC staff and contractors, industry stakeholders, Department of Energy (DOE), DOE National Lab, and members of the public.
Kimberly Holloway from the Office of Nuclear Security and Incident Response (NSIR) started the meeting by welcoming all attendees and providing a quick overview of the agenda. Ms.
Holloway then turned the meeting over to Charity Pantalo. Ms. Pantalo asked for introductions from the attendees that were in the room. Once the introductions were complete, Ms. Pantalo turned the meeting over to Shana Helton (Division Director of Division of Physical and Cyber Security (DPCP) in NSIR) to provide NRC opening remarks. Ms. Helton opened the meeting by mentioning the purpose was to listen to industry provide their perspective on how to pursue the usage of wireless in nuclear power plants and the initiative on cyber security program performance review.
Next to speak was Jim Beardsley, (Branch Chief of Cyber Security Branch of DPCP in NSIR).
Mr. Beardsley had a few comments to start the discussion on wireless before turning it over to Rich Mogavero with NEI. Mr. Mogavero along with Dave Neff from Exelon and Jim Shank from PSEG discussed multiple industry wireless initiatives including opportunities for implementation of wireless technologies; current and planned implementations; benefits and implementation considerations; and next steps (ADAMS Accession No. ML20050H009).
After the presentation, Mr. Beardsley provided a few statements on where NRC stands on the subject at this time then opened it up to questions. There were several questions asking for clarification from Industrys presentation which led to dialogue from all involved in the meeting.
Once question period ended, this part of the public meeting was closed, and a 10-minute break was started.
After the break, Mr. Beardsley recapped the wireless discussion and provided next steps:
engaging the industry in further dialogue; understanding how to implement and the challenges there may be; potentially developing guidance on wireless implementation; and workshops
and/or table tops. Ms. Holloway introduced the next meeting topic of Cyber Security Program Performance Review. Mr. Mogavero from NEI made a few opening remarks about maintaining high-assurance while improving the performance overview of cyber security programs.
Mr. Neff from Exelon represented the NEI Cyber Security Task Force Tiger Team and presented their initiative on this topic. The objectives Mr. Neff presented were the continuous improvement of licensee performance, created performance metrics to identify gaps and drive for program improvement, provided for authentic verification process for boundary and detection devices capabilities, and increase focus on safety and security (ADAMS Accession No. ML20050H011). After the Task Forces presentation, Anthony Holmes from Entergy gave a few remarks on Entergys initiative to develop a cyber security performance testing program.
After the presentations were completed, Mr. Beardsley provided some thoughts on NRC staff perspective. NRC will complete with full implementation inspections by the end of 2020. In 2021, a new inspection program will start. NRC staff is currently working on what the future program will be and intends to use input from industry including performance input, metrics, demonstration of defense in depth, and other useful information to inform future inspections.
The staff is developing a new inspection procedure for this program. NRC staff intends to have workshops and table tops with industry to walk through and learn how the future program is to be conducted.
