[External_Sender] Westchester County"s Request for a Public Hearing Date: Thursday, February 20, 2020 8:58:19 AM I am writing in response to County Executive George Latimers request that another public hearing being held on the transfer of the license of Indian Point from Entergy to Holtec be held. I support that request.

One of my friends e-mailed me to inform me that only two comments had been received on line by the NRC about the transfer. I am sure that some in the community will see that as the flagging interest in the issue. I do not. Rather it is an indication how irrelevant the NRC to both the safety of the community has become and how much of a rubber stamp it is to the wishes of the Nuclear Power industry.

I would like to offer a suggestion as to how to restore some confidence in the mission you are charged with and integrity to the work that you do.

First, have an independent and thorough assessment of the Indian Point facility and property conducted by somebody other that Entergy or the NRC. This assessment among other things should include measurements of the soil contamination and the amount of leakage into the Hudson River of the nucleotides that have resulted from the plants operation.

Second, publish in plain English and in a one or two page digestible form what the requirements actually are for the successful decommissioning of the Plant. This should include the depth that the soil is tested to, the sites of the testing, how testing is measured in the River and the amount and type of nucleotides that will be allowed to remain.

Third, insist that Holtec or any other company that wishes to decommission the plant demonstrate how they will be able to meet the goals of the decommissioning.

We are currently being subjected to corporate propaganda about Holtecs experience. Holtec is a company that has been connected with fraudulent companies and is itself accused of making fraudulent promises. Its cannisters are designed to meet the NRC minimum requirements but are not designed to last or to deal with any failures that will occur. Each plant will present unique circumstances and needs to be evaluated uniquely and not two years after the license transfer has occurred. I ask that you consider the above and at a minimum grant the public hearing that the County Executive is requesting.
