OF OCTOBER 31, 2019, CLOSED PRE-SUBMITTAL MEETING WITH RHINOCORPS LTD. COMPANY REGARDING A FORTHCOMING TOPICAL REPORT FOR THE SIMAJIN/VANGUARD APPLICATION SUITE On October 31, 2019, a closed pre-submittal meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and RhinoCorps Ltd. Company (RhinoCorps). During the meeting, RhinoCorps and the NRC staff discussed the potential for RhinoCorps to submit a topical report (TR) for its physical security modeling and simulation software.

RhinoCorps would like to acquire the NRCs agreement that its combat simulation tool, Simajin/Vanguard, can be used to model physical security at nuclear power plants and produce valuable information such as probability of interruption, neutralization, and system effectiveness to support a plants physical security strategy. Simajin/Vanguard is a tool suite used by the government and commercial organizations to evaluate and assess system effectiveness of their security system. It has been approved by and used at several Department of Energy (DOE) facilities for neutralization, cost benefit, and upgrade analysis.

After listening to RhinoCorps and understanding what the Simajin/Vanguard tool entails, the NRC staff could not point to where the tool would fit into a regulation or regulatory process. The NRC staff and RhinoCorps discussed the potential of submitting a topical report to accomplish the objective. The NRC staff indicated that internal alignment across multiple offices would be necessary before the best path could be determined. At the conclusion of the meeting, the NRC stated that it will evaluate the options and discuss the selected path in a follow up meeting with RhinoCorps.
