OF THE JANUARY 9, 2018 PUBLIC MEETING BETWEEN U.S. NUCLEAR REGULATORY COMMISSION STAFF AND INDUSTRY STAKEHOLDERS TO DISCUSS CHANGES TO NUMARC 93-01 REVISION 4E, INDUSTRY GUIDELINE FOR MONITORING EFFECTIVENESS OF MAINTENANCE AT NUCLEAR POWER PLANTS On January 9, 2018, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and industry stakeholders, at One White Flint North, Commission Hearing Room. Enclosure 1 contains the meeting attendance list; Enclosure 2 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18018A580) contains NRC presentation. The purpose of the meeting was to discuss changes to Nuclear Utility Management and Resources Council (NUMARC) 93-01 Revision 4E, Industry Guideline for Monitoring Effectiveness of Maintenance at Nuclear Power Plants.

The NRC staff emphasized that individual staff views expressed at the meeting do not constitute formal NRC positions or comments and that no decisions would be made at the meeting.

The NRC began the public meeting with opening remarks from the Director of Division of Inspection and Regional Support (DIRS) from the Office of Nuclear Reactor Regulation (NRR),

who provided an overview on the NRC Staffs position for endorsement of NUMARC 93-01 Revision 4E into RG 1.160, Monitoring Effectiveness of Maintenance at Nuclear Power Plants.

The NRC followed the opening remarks with a presentation and the emphasis of the meeting was to discuss the clarification and exceptions language proposed in the draft RG 1.160 (ADAMS Accession No. ML17355A513). Specifically, application of scoping requirement of 10CFR 50.65 paragraph (b) when diverse and flexible coping strategies (FLEX) and FLEX support guidelines (FSGs) are directed by emergency operating procedure (EOPs). There are two application of FSGs in EOPs, one is for the intended purpose to use in extended loss of AC power (ELAP) as directed by the Fukushima Order (EA-12-049, ML12054A736, Order to Modify Licenses with Regard to Requirements for Mitigation Strategies for Beyond-Design-Basis External Events) and, second to provide additional defense in depth along with the equipment already used in EOPs.

S. Anderson During the presentation the NRC staff stressed the importance of setting criteria for consideration in performing adequate engineering evaluation. After a detailed discussion it was determined the need to set additional criteria for engineering evaluation. NEI will provide suggestion for engineering evaluation criteria along with the staffs recommendation in the near term for NRC consideration. NRC staff will review and revise the draft RG as necessary and continue with the endorsement process.
