UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 March 16, 2018 Mr. Robin DeLaBarre Office of Nuclear Energy, Safety

& Security, Room 33200 HST Bureau of International Security

& Nonproliferation U.S. Department of State 2201 C Street, NW Washington, DC 20520

Dear Mr. DeLaBarre:

Enclosed is an application (XSNM3794), dated February 22, 2018, received by the U.S. Nuclear Regulatory Commission, from the U.S. Department of Energy, National Nuclear Security Administration. The applicant is requesting to export 4.913 kilograms of high-enriched uranium to Belgium for medical isotope production, at the Institute for Radioelements.

Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.

Please note that, in an effort to "minimize risk associated with interruption in the Institute of Radioelements' supply of molybdenum-99 to meet nuclear medicine demand," the applicant has requested an expedited review of this export license application.

Smcefely, Peter J. Halpighorst/Cmef Export Controls and^Nonproliferation Branch Office of International Programs
