SUMMARY

OF SEPTEMBER 18, 2018, PUBLIC MEETING WITH INDUSTRY ON THE GENERIC STAKEHOLDER INTERACTION FOR OPERATING REACTOR LICENSING On September 18, 2018, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and industry. The purpose of the meeting was to discuss generic stakeholder interaction for operating reactor licensing actions. The meeting notice and agenda, dated September 7, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18260A268. During the meeting, the NRC staff presented slides, which are available at ADAMS Accession No. ML18260A313. The enclosure to this document contains the meeting attendance list. The industry attendees included members of the Arizona Public Service Company and a member of the Institute for Nuclear Power Operations.

The NRC staff presented an overview of the following topics: (1) license amendment process, (2) external stakeholder interaction, and (3) roles of a NRC project manager. The NRC staff described the fundamentals of the licensing process, including the use of license conditions, timing associated with the license amendment request review, and an overview of the safety evaluation. The industry members asked several questions, including how many license amendments are typically processed in a year and if we consult with other agencies during the license amendment process. The NRC staffs presentation on external stakeholder interaction, included a comparison of the requirements for public interaction and the different types of licensing actions (amendments, relief requests, exemptions, etc.). The NRC staff also described the process for public meetings, requests for additional information, and notices of enforcement discretion. The NRC staff ended the presentation with a discussion on the various roles of the NRC project manager and closing remarks from the Director and Deputy Director from the Office of Nuclear Reactor Regulation. No regulatory decisions were made during the meeting. No members of the public attended the meeting.
