SUMMARY
OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON OCTOBER 11, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on October 11, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.
The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18268A047. The meeting notice is also posted on the NRC public website. J. Dixon-Herrity Summary of Meeting:
On October 11, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed technical details regarding LAR 18-026, Column Line 1 Wall Reinforcement Area Change.
SNC discussed that on October 1, 2018, they identified that the #8 reinforcing bars were not placed at 12 inch spacing (#8s at 12) in the VEGP Unit 3 Auxiliary Building Column Line 1 Wall below elevation (el.) 135-3 to allow for development. SNC described that their proposed change to the rebar configuration by placing T-headed studs at el. 135-3 to begin the development length of #8s at 12 impacts the provided area of reinforcement described in Updated Final Safety Analysis Report (UFSAR) Figure 3H.5-3 and UFSAR Table 3H.5-3 from el. 135-3 through the development length. SNC noted that this proposed LAR only applies to VEGP Unit 3. The staff stated that they understood SNCs proposal and asked clarifying questions. The staff asked SNC to describe in the LAR how the proposed change continues to meet the code requirements and to describe which specific sections are and are not affected.
Additionally, the staff asked SNC to include the required vs. provided area of reinforcement before and after the junction and to include the thickness of the slab at el. 135-3. SNC stated that they understood the staffs comments and requests.
At the end of the open portion of the meeting, there was an opportunity for the public to provide comments and ask questions. There were no questions or comments from members of the public.
