GE Hitachi Vallecitos Nuclear Center Public Meeting This an NRC Category 3 public meeting for the purpose of discussing and obtaining public comments on a request from GE-Hitachi to release part of the controlled property of the Vallecitos Nuclear Center for unrestricted use.

• Prior written approval from NRC required

• Typically applied to outlying unused areas

• Different requirements for impacted vs non-impacted areas*

• Non-impacted areas - areas with no reasonable potential for residual radioactivity in excess of natural background or fallout levels 8

• Notice receipt of the release approval request and make the approval request available for public comment

• Conduct a public meeting in the vicinity of the licensee's facility for the purpose of obtaining public comments 12

• Determine whether the licensee has adequately evaluated the effect of releasing the property relative to dose, emergency planning, security, environmental, and regulatory requirements

• Determine whether the licensee's classification of any release areas as non-impacted is adequately justified

• Upon determining that the licensee's submittal is adequate, inform the licensee in writing that the release is approved 13

• GEH conducted an environmental site assessment to verify that the properties proposed for release were not impacted by previous operations involving radioactive materials

• A survey was conducted to support release of sites for unrestricted use

• NRC conducted a confirmatory survey to confirm the licensees findings 14

• Surveys conducted by NRC and ORAU staff, Oak Ridge, TN on behalf of the NRC

• ORAU is NRCs independent contractor with experience, equipment, and trained staff to conduct radiological surveys

• ORAU developed and submitted a proposed sampling plan to NRC prior to onsite inspection )

• The confirmatory survey was conducted the week of February 4th, 2019 and consisted of surface scans and soil sampling.

United States Nuclear Regulatory Commission Forthcoming reports ORAU will send a report to NRC

• Scan survey maps, location of soil samples

• Soil sample results NRC safety evaluation

• Results of ORAU survey

• NRC will draw conclusion about GEHs site assessment The NRC safety evaluation and ORAU report is expected to be issued and will be publicly available with the NRC decision on the requests by the end of August 2019.
