-" Enclosed please find Further Comments of the Seacoast Anti-Pollution League in Regard to "Immediate Effectiveness" of J-- Licensing Authorization or, in the Alternative, in Support of a stay. In view of the recent developments in thic matter, SAPL

- respectfully requests leave to file these supplement comments concerning immediate effectiveness.

As you.will see, these comments are directed to the-fact that it appears that, notwithstanding the claim of the State of New Hampshire'and FEMA that the New Hampshire Plan has not changed, in fact the New Hampshire Plan has substantially changed in that it no longer contemplates, as-a practical matter, any sheltering s option for the beach population, in the event of a fast breaking accident at Seabrook, at a time when the beach population is at or ,

near peak.
