Gentlemen:
Our letter of July 21, 1980, stated that our emergency plan is expected to be upgraded to the requirements of NUREG-0654, published in January 1980 (a document for interim use and comment) by October 1,1980. It is our understand-ing that final versions of NUREG-0654, as well as NUREGs-0610 and -0696, are expected to be released in early October 1980. The final version of these guidance documents are to reflect public comments and will conform with the final rules on Emergency Planning which were published on August 19, 1980.
Consequently the final version of our upgraded emergency plan cannot be readied by October 1, 1980. We do not expect that the NRC would review a tentatively upgraded versicn of the emergency plan, when a final version is to follow soon afterwards. We do not expect to have the final version ready for submittal before December; it will be submitted on or before January 2,1981, as required by the final rules.
In a separate letter we will 3 con be submitting to you our design concept for the prompt notification system. Your review and comment will be requested.
