Identification and Description of Occurrence:
During a nomal diesel shutdown. D/G 3C failed to stop within the appropriate time frame. The diesel was shutdown by =anually isolatin6 the fuel. On atte=pted restart the diesel failed to start on two out of three attempts. The diesel generator was then declared inoperable.

Appa_ rent Cause of Occurrence:
Investigation by electrical maintenance personnel did not reveal anything .that would have e
prevented the D/G from starting. Ihe reason the D/G failed to stop was failure or A!ECR (engine control relay). Also the seal-in contact for STLDI (start lockout relay for start circuit 1) was ' chattering. Ileither of these relsys separately or together would have pre-vented the D/G frem starting or made the D/G inoperable. The STLDI problem would have

Analysis of Occurrence: trasuited in atte-mts to start beyond the coreal three attempts.
There was no damage to plant equipment. There was no activity release, no personnel

exposure or injury and no danger to the health or safety of the public.

- Corrective Action: Th'c ECR AIO STLDI relays were replaced. portions of the redundant start test were satisfactoril'; performed. D/C operability was verified by performance of SIh.9.A.1 supplement A. IIo problems with starting were experienced during investigation by electrical maintenance pers,nnel. Tio recurrence control is required. *he present .-onthly SI program and hi-enthl: remindant start testing should identify any problems with D/G starting. Since f.hc event the 3/r has tested for operability several times. The next scheduled redundant
! Failure Data: start test is for the period Feb. 23 through " arch 6. This should serve as an adecuate follow up on any start problems.
