BIENNIAL UPDATE OF FEE ESTIMATES Two process initiatives were established by the Fees Transformation Steering Committee, as described in the enclosed September 2017 Communication Plan, Posting Fee Estimates, which were to: (a) provide data on the cost of various licensing and oversight services to the licensees and applicants; and (b) publicly communicate generic estimates or ranges of fees for new types of work based on historical expenses for similar actions. Each business line posted the estimates on the public NRC Web page in 2017 which can be accessed from the License Fee selection under the About Us list on the NRC Public Site. These estimates for activities reflect a range of level of effort (low, high, and average) in staff hours for each activity, as well as estimates of contractor costs where applicable. These estimates are due to be reviewed and updated on at least a biennial basis.

Biennial updates to the estimates are an important part of the NRCs ongoing transformation initiatives to provide licensees with the most timely and transparent information available. This information is provided to enhance stakeholder awareness of the costs associated with common licensing and oversight activities. The cost estimates will also aid licensees and applicants in the planning and budgeting of future applications.

Office of the Chief Financial Officer (OCFO) requests that the business line lead office working with their partner offices complete a biennial update of the estimates on the Nuclear Regulatory Commissions public website by January 31, 2020. Please notify the OCFO/Division of Budget/License Fee Policy Team Lead when complete.

POSTING FEE ESTIMATES COMMUNICATION PLAN September 2017 FACTS

  • The NRC has begun a fees transformation initiative to improve the timeliness, transparency, and equitability of the fees setting process.
  • Numerous policy and process changes were proposed and submitted to the Commission who approved the majority of the improvements.
  • The improvement actions were planned to be implemented from Fiscal Year (FY) 2017 to FY 2020.
  • Specifically, two process improvements to be implemented in FY 2017 were to (a) provide data on the cost of various licensing actions to the licensees, and (b) publically communicate generic estimates or ranges of fees for new types of work based on historical expenses for similar actions.
  • Due to their similar nature, these two improvements were combined.
  • NRR, NMSS, and NRO staff generated estimates for licensing and inspection actions.
  • Each business line/fee class lead will post these estimates on their specific web page on the NRC public website. The license fees web page - fees transformation Table of Accomplishments will provide a link to the business line/fee class web pages estimates information.
  • Each business line/fee class lead will update their estimates periodically to reflect current practices and feedback from stakeholders.
  • Communicate to stakeholders using once the estimates have been posted during the regular meetings with licensees.
  • The Office of Public Affairs will issue a communication to stakeholders regarding the completion of the FY 2017 fee transformation tasks.

KEY MESSAGES

  • NRR estimates for 26 activities reflects ranges of level of effort (low, average, and high) in combined staff and contractor hours in work products for licensing and oversight programs.
  • NRO estimates for four activities reflects ranges of level of effort, low, high, and average in staff hours as well as contract costs.
  • NMSS estimates reflect work products for licensing and inspection actions for Fuel Facilities, Spent Fuel Storage and Transportation, Decommissioning and Low Level Waste, and Uranium Recovery.
  • The estimates presented will include a Notes section to provide the following notices to stakeholders:

o The estimates are based on historical data.

o The estimated costs have not been adjusted for inflation.

o The estimates may vary depending on size of proposed facility, nature of proposed activities, application quality, and applicant responsiveness to NRC requests for additional information.
