Dear Mr. Giambusso:
Mr. D. L. Zieman's letter of January 24, 1975, requested a proposed amend-ment to the Arkansas Nuclear One-Unit 1 operating license (No. DPR-51) relating to possession and use limits, proposed technical specifications for leak testing and surveillance of scaled sources and an FSAR revision incorporating Regulatory Guide 1.70.3.
We feel that such an amendment to the license is unnecessary since, when the license was issued it c.cntained a more " generalized provision . . .
relating to possession and use limits". 'Iherefore, the license as issued on May 21, 1974, was a " modified standard license." Also, the ANO-1 technical specifications already include the additional items requested in Specifications 3.12, 4.14, and 6.12.2.3 (8) .
In response to Mr. A. Schwencer's letter of February 8,1974, we submitted by letter to you on February 28, 1974, and April 5,1974, supplementary information which we believe covers the material that Mr. Zieman requested to be included in an FSAR revision. Since Regulatory Guide 1.70.3 is based on the October 1972 Standard Format and our FSAR is not, we do not plan to include the information requested by Mr. Zieman ir our FSAR.
