OPPD explained that It did not submit the amendment sooner because it had not previously concluded that prior NRC approval was required. OPPD noted Kiley Petersen, being duly sworn, deposes and says that he/she is an employee of that these tivities changes required must befrom to recover obtained to support an extended plant an outage, startup and that entended delaydueIn to the activity a key comrplexwould and Integrated nature ofadverse have a cascading, the ac-impact on the resumption of operations. The Commission's regulation at 10 CFR 50.gtta)(t) requires that, at the time a licensee requests an amendment, the licensee Counties of Douglas, and Sarpy and State of Nebraska, and that the attached must provide to the C;ommission the lcensee's analysis about the issue of no significant hazards consideration using the standards In § 50.92, whIch concern whether the proposed hO amendment (1) involves a significant Increase in the probability or consequences Responseof an accident poreviously evaluated: or (2) creates the possibility of a new or different kind of accidennt printed notice was published two times in the said newspaper the first insertion from any accident previously evaluated: or (2) involves a significant reduction In a margin of safety.

The proposed change does not increase the probabili.ty or consequences of an accident previously evaluated. The p ropLosed change Is mere comprehensive than the CLB as it will require, consideration of the vertical velocity component of DOT mis-sils, and use an approved methodology OC-TOP-9Afor analyzing tornado missile Impact. This will provide a basis for analyz-ing and protect ng designated SSCs [structures, systems, and components] using protective barriers to enable the plant to reach sate shutdown and be maintained Innasale shutdown condition during a tornado.
Therefore.theproposed change does not involve a significant increase in the probability or consequences of an accident pre-(Signed) *$ #
