OF THE MAY 23, 2019, PUBLIC MEETING TO DISCUSS THE DEVELOPMENT OF EMERGENCY PREPAREDNESS PERFORMANCE INDICATORS TO SUPPORT A 10 CFR 50.54(t) 24 MONTH EMERGENCY PREPAREDNESS PROGRAM REVIEW FREQUENCY OPTION On May 23, 2019, representatives of the U.S. Nuclear Regulatory Commission (NRC) held a Category II public meeting to discuss the possible development of emergency preparedness performance indicators (PI) along with revisions to NEI 99-02 to support the 10 CFR 50.54(t) 24-month Emergency Preparedness (EP) Program review option.
The NRC staff opened the meeting by explaining the background of the 50.54(t)(1)(iii)
Final Rule that was issue March 29,1999 (64 FR 14814). The staff also emphasized the importance of stakeholder involvement in the development process and the process the staff will use related to potential PI development, NEI 99-02 revisions, and the approval process up to the Commission.
The staff next discussed the NEI White Paper, Performance Indicators for Adjusting the Frequency of Emergency Preparedness Program Reviews. The proposed Performance Indicators outlined in the paper were discussed and how certain indicators may reasonably be used within the ROP process and how enhancements to NEI 99-02 could satisfy requirements for a 24-month 50.54(t) EP program review frequency option. Several industry representatives expressed concerns about adding PIs to the ROP program to facilitate the 24-month 50.54(t) review frequency. The primary concern expressed during the meeting was that monitoring, tracking, and reporting PIs, to facilitate a 24-month frequency, could result in higher incurred costs than annual reviews.

R. Kahler In addition, the staff informed industry and the public that additional Category II Public Meetings will occur at future dates as the project progresses and that the staff will seek additional stakeholder input at the appropriate time in the process.
NEI will inform NSIR staff of their path forward concerning NEI 99-02 following discussions with industry.
