2006 EXTERNAL STAKEHOLDER RESPONSE TO FEDERAL REGISTER NOTICE, SOLICITATION OF PUBLIC COMMENTS ON THE SIXTH YEAR OF IMPLEMENTATION OF THE REACTOR OVERSIGHT PROCESS

Dear Mr. Gurdziel:

Thank you for providing comments and participating in the Nuclear Regulatory Commissions (NRC) 2006 Reactor Oversight Process (ROP) annual self-assessment. The self-assessment is used to determine whether the ROP has been effective in meeting program goals and achieving its intended outcomes, as well as to identify areas needing improvement. Identified areas for improvement are then evaluated and incorporated, if appropriate, into the key ROP program areas of performance indicators, inspection, significance determination process, and assessment. The self-assessment results are documented in SECY-07-0069, Reactor Oversight Process Self-Assessment for Calendar Year 2006" (ADAMS Accession Number ML070730514), which was discussed with the Commission during a public meeting on May 31, 2007.

To more directly address and respond to stakeholder comments, the NRC has consolidated the public comments received and provided a comprehensive response to the public comments.

This document, entitled Consolidated Response to the 2006 Reactor Oversight Process External Survey (ML072070140), along with the Commission paper (ML070730514) and the annual ROP performance metric report (ML070720085), will be posted to the ROP Web page and are attached for your convenience.

The staff appreciates your participation in this effort. Questions and comments should be directed to Ronald Frahm at (301) 415-2986.

Sincerely, Stuart A. Richards, Deputy Director /RA/
