STP Nuclear Operating Company (STPNOC) is making this submittal to respond to a request for additional information (RAI) from the NRC staff regarding the referenced proposed amendment to South Texas Project Operating Licenses NPF-76 and NPF-80. The license amendment request proposes revising the Technical Specification (TS) Surveillance Requirement (SR) 4.5.2.d for the inspection of the Emergency Core Cooling System (ECCS) sumps for consistency with the new STP sump design.

The enclosure responds to the RAI and provides additional reference documents.

STPNOC requests approval of the proposed amendment by December 31, 2007, consistent with the currently scheduled formal implementation of the revised ECCS sump design basis per the resolution of Generic Safety Issue (GSI)- 191.

STPNOC requests that Attachments 1 - 5 to the enclosure be withheld from public disclosure in accordance with 10CFR2.3 90.

There are no commitments in this letter.
