Dear Mr. Houghton:

Thank you for inviting the Nuclear Regulatory Commission (NRC) to observe the Nuclear Safety Culture Assessment (NSCA) process at Hope Creek Generating Station, February 6th-11th, 2011. As we have indicated during previous meetings, NRC is supportive of industry initiatives to address safety culture at commercial power facilities. The NRC agrees with the Nuclear Energy Institute (NEI) that the primary responsibility for establishing and maintaining a positive safety culture at these facilities rests with the site management team. The NRC also recognizes that the NSCA process is part of a larger industry initiative being developed to monitor and promote a culture that strives for enhancing safe plant operation. We encourage NEI and the industry to continue working on enhancing the NSCA for potential use during independent and third party safety culture assessments.

The NRC provided feedback to NEI during February and July 2010 public meetings expressing some issues with the process. NEI submitted a revision to the NSCA process manual in December of 2010 which provided information as to how NEI addressed the Staffs issues. The new manual was used during the NSCA process assessment at Hope Creek. In the enclosure, please find the Staffs observations of the Hope Creek assessment pilot.

The NRC looks forward to continued discussions of the proposed process with NEI and other stakeholders.
