Dear Mr. Oehlbert:

Enclosed is an application, dated October 29, 2019 from the Y-12 National Security Complex requesting amendment No. 01 to its existing export license XSNM3796. This license presently authorizes the export of 0.548 kilograms (kg) uranium, containing up to 0.105 kg of U-235 in the form of uranium dioxide to Canada for fuel fabrication and use in the Slowpoke-2 Reactor. The fabricated fuel will be used to load a new core into the reactor, operated by the Royal Military College of Canada.

The purpose of the amendment is to increase the amount of uranium-235 from 0.105 kgs to 0.109 kgs, keeping the amount of uranium at 0.548 kgs.

Assurances from Canada that the material will be subject to all of the terms and conditions of an agreement for cooperation, are required. Your assistance in obtaining the necessary assurances will be appreciated.

Please note that some of the material is of Canadian origin. Thus, it has Canadian obligations.
