AUDIT OF THE U.S. NUCLEAR REGULATORY COMMISSIONS OVERSIGHT OF THE NATIONAL MATERIALS PROGRAM (OIG-18-A-11)

REFERENCE:

STATUS OF RECOMMENDATIONS: DIRECTOR, OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS MEMORANDUM DATED JUNE 25, 2019 Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendations as discussed in the agencys response dated June 25, 2019. Based on this response, recommendations 1 and 2 are now closed. Therefore, all recommendations related to this report are now closed.

Audit Report AUDIT OF U.S. NUCLEAR REGULATORY COMMISSIONS OVERSIGHT OF THE NATIONAL MATERIALS PROGRAM (OIG-18-A-11)

Status of Recommendations Recommendation 1: Formalize the National Materials Program framework in a document to include a definition, vision, mission, goals and objectives, membership, members roles and responsibilities, and activities.

Agency Response Dated June 25, 2019:

Current Status On May 23, 2019, STC-19-030 was issued and contained the Office of Nuclear Material Safety and Safeguards procedure SA-10, Joint Oversight of the National Materials Program (Agencywide Documents Access and Management System Accession Number ML19123A085).

The SA-10 provides a formalized National Material Program framework and includes a definition, vision, mission, goals and objectives, membership, members roles and responsibilities, and activities.

OIG Analysis: OIG reviewed SA-10 and verified that NRC has included a definition, vision, mission, goals and objectives, membership, members roles and responsibilities, and activities for the National Materials Program. Therefore, this recommendation is now closed.

Status: Closed.

Audit Report AUDIT OF U.S. NUCLEAR REGULATORY COMMISSIONS OVERSIGHT OF THE NATIONAL MATERIALS PROGRAM (OIG-18-A-11)

Status of Recommendations Recommendation 2: Designate an NRC individual with expert knowledge to serve as the National Materials Program champion to help with consistent communication. NRC should encourage the Agreement States to create a co-champion to serve as the NRC champions peer.

Agency Response Dated June 25, 2019:

Current Status On May 23, 2019, STC-19-030 was issued. In that letter, Duncan White was identified as the NRCs National Materials Program champion. On March 14, 2019, NRC management in attendance at the spring Organization of Agreement States board meeting encouraged the Agreement States to create a co-champion to serve with the NRC.

Next Steps None Target Date for Completion Staff has completed its response to this recommendation.

OIG Analysis: OIG reviewed STC-19-030 and verified that NRC has designated Duncan White to serve as the NRC NMP champion to help with consistent communication. OIG also confirmed with Mr. White that Lee Cox of North Carolina was elected by OAS membership to serve as the OAS first NMP Co-Champion. Therefore, this recommendation is now closed.

Status: Closed.
