Dear Mr. Denton:
In the Mat<ter of the Docket Nos. 50-259 Tennessee Valley Authority 50-260 50-296 The purpose of this letter is to inform you of the need for a specific technical specification revision for the Browns Ferry Nuclear Plant. We also wish to reemphasize our concern regarding the overall backlog of technical specification requests on the Browns Ferry dockets as outlined in my June 27, 1983 letter to you.
By my letter to you dated June 2, 1983, we submitted a requested technical specification change for increased core flow operation of Browns Ferry units 2 and 3 (TVA BFNP TS 188). My staff has learned that approval of this request apparently will not be forthcoming in the immediate future.
Unit 2 is expected to begin coastdown operation with decreasing power output within the following two weeks. Based on the elapsed time since submittal, we would appreciate approval of this request before coastdown starts. It is our under standing that there are no technical concerns regarding our proposed submittal.
On September 15, 1983, TVA met with D. B. Vassallo and,R. J. Clark of your staff to discuss the existing backlog of TVA's requested revisions to the Browns Ferry technical specifications. The meeting followed my letter to you dated June 27, 1983 in which we stated that this backlog was becoming more and more of a problem and burden for TVA. In the meeting, your staff committed to cooperate in clearing the backlog. However, in the nearly, five months since that meeting the only amendments actually approved have been the unit 1 reload and modifications (three separate amendments), revised surveillance interval, for Standby Gas Treatment, and the additional limit on allowable reactor coolant leakage in drywell requested by NRC.

Mr. Harold R. Benton February 13, 1984 We acknowledge and appreciate the work that has been done by your staff in prenoticing the backlog in the Federal Re ister. However, there is yet to be any decrease in the backlog of pending technical specification requests.
If you agree that it would be beneficial, we would like to have a followup the status of those requests still pending meeting with your staff to discuss on the Browns Ferry dockets. Also, please inform us if any additional it information regarding these requests is needed and we will provide as soon as possible. Please get in touch with us through the Browns Ferry Project Manager to set up a mutually agreeable date and time for a meeting if necessary.
