OF THE REACTOR OVERSIGHT PROCESS WORKING GROUP PUBLIC MEETING HELD ON APRIL 5, 2018 On April 5, 2018, the U.S. Nuclear Regulatory Commission (NRC) staff hosted a Reactor Oversight Process (ROP) Working Group (WG) public meeting with the Nuclear Energy Institutes (NEIs) ROP Task Force and other industry representatives. G. Bowman 2 Frequently Asked Questions FAQs 18-01, 18-02, and 18-03 were open at the time of this meeting.

FAQ 18-01 requested to clarify the definition of initial transient for boiling water reactors in the unplanned scrams with complications PI. Staff and the ROP Task Force discussed and agreed upon proposed wording for the definition. The agreed upon response is attached to this summary and the status of FAQ 18-01 was transitioned to tentatively approved at this meeting.

FAQ 18-02 requested to delay the effective date of the IE01 and IE03 PIs for Watts Bar Unit 2 until 3Q2018 to allow sufficient data for an accurate assessment value. A proposed NRC response to FAQ 18-02 was made publicly available in ADAMS (Accession No. ML18088A821) prior to this public meeting. The proposed response was discussed and TVA indicated they would submit additional information for consideration. The status of the FAQ remains as a proposed NRC response while the NRC reviews the additional information.

FAQ 18-03 requested a plant-specific exemption from the guidance related to the unplanned scrams with complications PI for Columbia due to unique circumstances surrounding a plant scram that occurred on August 20, 2017. The NRC continues to review this FAQ and intends to provide a proposed response for discussion at the next monthly public meeting.

NEI 99-02 White Papers The industry submitted three white papers proposing revisions to NEI 99-02 guidance.

White paper 18-01, Reporting Alert and Notification System (ANS) Data Following a Transition to Integrated Public Alert and Warning System (IPAWS), proposes changes to NEI 99-02 that would clarify applicability of the ANS PI (EP03) to a site that has implemented IPAWS as a primary means of alert and notification in place of the current siren-based system.

White paper 18-02, Drill and Exercise Performance (DEP) Form Accuracy, proposes to revise guidance for assessing the accuracy of initial notification forms.

White paper 18-03, Emergency Response Organization (ERO) PI Credit for Beyond-Design-Basis (BDB) Drills, proposed to add new guidance for crediting ERO participation in BDB event response drills.

The staff will review the submitted white papers and hold discussions during upcoming ROP monthly public meetings.

Working Group to Update the ROP for Regulatory Actions Taken Following the Fukushima Dai-ichi Accident The NRC staff from ROP Inspection Branch (IRIB) provided an update on the ROP/Fukushima working groups efforts. The working groups recommendations were previously discussed during a March 1, 2018, ROP public meeting (ADAMS Accession No. ML18057B032). IRIB reviewed the feedback received from external stakeholders during the previous ROP public meeting (ADAMS Accession No. ML18072A045). In addition, IRIB indicated that the working group is in the process of soliciting management feedback on the recommendations. The NRC will continue to engage external stakeholders throughout the process to provide updates and solicit additional feedback.

NUMARC 93-01

G. Bowman 3 NRC staff provided an update on the review of Revision 4E to NUMARC 93-01, Industry Guideline for Monitoring the Effectiveness of Maintenance at Nuclear Power Plants, and its endorsement into Regulatory Guide 1.160, Monitoring the Effectiveness of Maintenance at Nuclear Power Plants. The staff is currently taking two exceptions to the language in NUMARC 93-01 pertaining to use of FLEX equipment for defense-in-depth in emergency operating procedures. Draft language for RG 1.160 is publically available in ADAMS at ML18094A724.
