SUMMARY

OF THE SEPTEMBER 26, 2018, MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION STAFF AND THE ELECTRIC POWER RESEARCH INSTITUTE TO DISCUSS THE BOILING WATER REACTOR VESSEL AND INTERNALS PROJECT SUBSEQUENT LICENSE RENEWAL ACTIVITIES On September 26, 2018, U. S. Nuclear Regulatory Commission (NRC) staff met with representatives from the Electric Power Research Institute (EPRI). The purpose of the meeting was to have EPRI provide information on the Boiling Water Reactor (BWR) Vessel and Internals Project (BWRVIP) Subsequent License Renewal (SLR) activities. Information related to the meeting including presentations and the attendees list can be found in the Agencywide Document Access and Management System (ADAMS) package ML18060A360.

The objectives of the meeting were for EPRI to provide the NRC staff with information on two EPRI topical reports that were related to SLR and to receive feedback from the NRC staff. The meeting was bifurcated into an open, Category 1 portion and a closed portion where proprietary information was discussed.

In the open portion, EPRI provided an overview of the BWRVIP activities related to SLR. The NRC staff and EPRI engaged in a number of questions and answers related to information in the presentation. The questions covered topics such as effects of neutron fluence on components; how fatigued components would be considered; and how intergranular stress corrosion cracking and irradiation-assisted stress corrosion cracking were considered.

EPRI stated that the topical reports being developed would be using neutron fluence as a criterion for aging management. EPRI explained that using neutron fluence makes the assessments for SLR independent of time.

At the end of the Category 1 session, two stakeholders provided comments. The first stakeholder asked if components from decommissioning BWRs were being harvested by EPRI CONTACT: Joseph J. Holonich, NRR/DLR/DLP 301-415-7297

D. Morey or the NRC staff and analyzed. The NRC staff responded that the Office of Nuclear Regulatory Research had harvested components from decommissioned sites to study. Further, the NRC staff explained that harvesting components from decommissioned plants has always been a part of the NRC research program.

The stakeholder said that the harvested components were from pressurized water reactors and not BWRs. The NRC staff explained that it was working closely with EPRI under a research Memorandum of Understanding and that it had also worked with other countries like the Swiss to harvest components from BWRs.

A second stakeholder representing a plant operator stated that the meeting was useful and helped provide insights to utilities.

In the closed portion of the meeting, EPRI gave two presentations on topical reports BWRVIP-315 and 316. BWRVIP-315 deals with long-term aging management of reactor-vessel internals and BWRVIP-316 deals with long-term aging management of the reactor pressure vessel.

During both presentations, the NRC staff asked a number of questions.

EPRI responded to the questions and indicated that they were the type of feedback desired.

The questions, EPRI said, helped understand the types of information the NRC staff would expect in a topical report. EPRI committed to take the staff questions and comments under consideration and indicated it may request another meeting with the staff to gain feedback on how the topics were addressed.

At the end of the meeting, EPRI indicated that it was preparing BWRVIP-315 and BWRVIP-316 and that it anticipated submitting them in 2019.
