Dear Mr. Oehlbert:

Enclosed is an application (XB1338), dated September 10, 2018, from the U.S. Department of Energy, Oak Ridge National Laboratory, received by the U.S. Nuclear Regulatory Commission, for the export of 10 grams of neptunium-237 (Np-237), in the form of a solid oxide powder. The Np-237 will be used in chemical separations development at Sellafield , Ltd ., in the United Kingdom .

Assurances from EURATOM that the material will be subject to all of the terms and conditions of an agreement for cooperation , are required . Your assistance in obtaining the necessary assurances will be appreciated.
