REQUEST FOR REVIEW OF PROPOSED GENERIC ISSUE PRE-GI-020, INADEQUATE PROCEDURES TO ADDRESS ANTICIPATED OPERATIONAL OCCURRENCES (CONDITION II EVENTS)

The Generic Issue (GI) program has received a proposed GI related to licensees not having appropriate operator procedures to address anticipated operational occurrences, such as inadvertent emergency core cooling system. This proposed issue, designated as PRE-GI-020, has been entered into the Generic Issues Management Control System and can be view on the NRC website on the GI Dashboard at http://gid.nrc.gov/Planning. The submittal was entered into the Agency Document Access Management System with Accession No. ML18019A703.

In accordance with NRC Management Directive and Handbook 6.4, Generic Issues Program, the GI staff is requesting the Office of Nuclear Reactor Regulation (NRR) to review the issue to determine if the issue requires immediate action in accordance with LIC-504, Integrated Risk-Informed Decision-Making Process for Emergent Issues."

There are two possible outcomes for this regulatory review:

(1) If the issue requires immediate action, then NRR should take responsibility for the issue and the issue will exit the GI process, or (2) If the issue does not require immediate action, then NRR is requested to provide a memorandum response to the GI staff regarding why the plants may continue to operate in light of the proposed issue. The justification for ongoing operations may include the following:

(a) A characterization of the risk/safety significance, the basis for why there is no immediate safety concern, and why the plants may continue to operate while the staff is assessing the issue (may include circumstances that exist or compensatory measures that are in place).

(b) Timeframe that the justification considers (e.g., the length of the operating license(s) of affected plants or until the next GI stage).

(c) Potential impact if the issue occurs.
