STATUS OF RECOMMENDATIONS: AUDIT OF NRCS FORCE-ON-FORCE SECURITY INSPECTIONS OF FUEL CYCLE FACILITIES (OIG-18-A-21)

REFERENCE:

DIRECTOR FOR OFFICE OF NUCLEAR SECURITY AND INCIDENT RESPONSE, MEMORANDUM DATED MARCH 14, 2019 Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendations as discussed in the agencys response dated March 14, 2019.

Based on this response, recommendation 1 is resolved and recommendation 2 is closed. Please provide a status update for the resolved recommendation by June 28, 2019.

Audit Report AUDIT OF NRCS FORCE-ON-FORCE SECURITY INSPECTIONS OF FUEL CYCLE FACILITIES OIG-18-A-21 Status of Recommendation Recommendation 1: Develop and implement a procedure to ensure classified information is handled and secured properly on force-on-force inspections for Category I fuel cycle facilities.

Agency Response Dated March 14, 2019: The Information Security Branch (ISB) has initiated the development of a procedure to ensure that classified information is handled and secured properly during force-on-force (FOF) inspections for Category I fuel facilities. While this procedure was expected to be completed by March 1, 2019, during the development process, it became clear that the ISB staff did not have sufficient understanding of how classified information is secured and handled during FOF inspections to enable development of comprehensive guidance in this regard. In order to ensure the procedure incorporates accurate information to address information security requirements, ISB coordinated with the inspectors in the Security Performance Evaluation Branch that conduct the FOF inspections. As part of that coordination, it was determined that it would be beneficial for ISB to participate in an upcoming FOF inspection in March at a Category I fuel facility. ISB will incorporate information gathered from the inspection into the final procedure.

Target date for completion: May 31, 2019 OIG Analysis: The proposed actions meet the intent of the recommendation. OIG will close the recommendation after verifying that NRC has developed and implemented a procedure to ensure classified information is handled and secured properly during force-on-force inspections at Category I fuel cycle facilities.

Status: Resolved.

Audit Report AUDIT OF NRCS FORCE-ON-FORCE SECURITY INSPECTIONS OF FUEL CYCLE FACILITIES OIG-18-A-21 Status of Recommendation Recommendation 2: Update Inspection Procedure 96001 to revise how and when the target area inspection is conducted and consider options such as: allow Region II to conduct target area inspection prior to the force-on-force inspection or conduct target area inspection during planning week.

Agency Response Dated March 14, 2019: Inspection Procedure 96001, NRC Force-on-Force Inspections at Category I Fuel Cycle Facilities, has been revised to schedule the target area inspection to be conducted during planning week. The updated inspection procedure was issued on March 11, 2019, and can be found in the Agencywide Documents Access and Management System.

Target date for completion: Completed OIG Analysis: OIG reviewed the revised Inspection Procedure 96001 and verified that NRC has scheduled target area inspections during planning week. This action meets the intent of the recommendation. Therefore, the recommendation is closed.

Status: Closed.
