STATUS OF RECOMMENDATION: AUDIT OF NRCS PROCESS FOR REIMBURSING AGREEMENT STATE PERSONNEL TRAINING EXPENSES (OIG-18-A-18)

REFERENCE:

DIRECTOR, OFFICE OF NUCLEAR MATERIALS SAFETY AND SAFEGUARDS, MEMORANDUM DATED JUNE 25, 2019 Attached is the Office of the Inspector Generals (OIG) analysis and status of the recommendation as discussed in the agencys response dated June 25, 2019. Based on this response, recommendation 1 remains open and resolved.

Please provide an updated status of the open, resolved recommendation by September 30, 2019.

Audit Report AUDIT OF NRCS PROCESS FOR REIMBURSING AGREEMENT STATE PERSONNEL TRAINING EXPENSES OIG-18-A-18 Status of Recommendation Recommendation 1: Conduct a cost-benefit analysis to evaluate alternative Agreement State reimbursement options, such as establishment of contracts with individual Agreement States to facilitate reimbursement at the State per diem rate not to exceed the Federal per diem rate.

Agency Response Dated June 25, 2019: Surveying the Agreement States on their per diem rate(s) and whether they have a policy that prohibits their staff from receiving travel reimbursements at any rate other than the prescribed State per diem rate required a clearance from the Office of Management and Budget (OMB). That clearance was delayed until February 19, 2019. The survey was issued on February 28, 2019, (30-day response period) and was completed on May 3, 2019.

Next Steps: The NRC staff is currently evaluating the Agreement State responses to the survey and is developing a cost-benefit analysis.

Target date for completion: Complete action by August 2019.

OIG Analysis: The proposed actions meet the intent of the recommendation. OIG will close the recommendation after verifying that NRC conducted a cost-benefit analysis of establishing travel reimbursement contracts with individual Agreement States.

Status: Open: Resolved.
