- TheTSTFOGwillproposeaprogramtoincludeintheTechnicalSpecificationstoaddressdelayedLCOentryfortakingsnubbersoutofserviceforroutinemaintenance.Attachment3 wasprovidedtotheOGtohelpclarifyissuesinordertodeveloptheprogram.[Thoughnot discussed,inparalleltotheindustryeffortTSBwillworkonasection3.0specificationtoallow foradelaytimeentryintotheConditionsofanLCO.]Theintentistoavoidunnecessaryentry intoTSrequiredactionsforsupportedsystemswhenremovingsnubbersfromservicefor surveillancetesting.TheStaffpresentedsomequestions(Attachment4)regardingBWRplantrefuelingoutageoperations,withtheintenttoresolveconcernsaboutTSTF-225andBWRSTS3.10.6.TheOG willpresentthequestionstoindustryexpertsandprovideanswerstoTSB;TSBwillreviewand discusstheanswerswithSRXB,clarifytheconcerns,andpresenttheconcernswithproposed solutionstotheOG;and,ifnecessaryhaveanNEI-NRRmeetingtoresolveissues.TheStaff willprepareanSEonPerry'sproposedadoptionofTSTF-225fromtheresultsofthiseffort.TheproductionstatusofRevision2totheSTSNUREGswasdiscussed.TheplanistoresolveBWRrefuelingissuesandTSTF-360issuesbytheendofJuly2000,postthefinaldraftSTS Rev2forindustryandpubliccommentbymidAugust2000,andreceiveandincorporate commentsbytheendofSeptember2000.ThenpublishSTSRev2intheearlyFallof2000.
TSB-NEIproofingpanelswillbeconvenedasneededtoresolveeditorialissues.Adiscussion onproposedformatchangestotheSTSRev2TableofContents(TOC)wasconductedbriefly, withtheOGunanimouslyagreeingthatTOCshouldremainunchanged(Attachment5,a strawmanforthesuggestedchangeswaspassedout).ThestaffandTSTFmembersdiscussedthepotentialofusingtheconsolidatedlineitemimprovementprocess(CLIIP)fortheremovalofpostaccidentsamplingsystems(PASS)from theTSofWestinghouseandCombustionEngineeringplants.Theownersgroupsforthose plantshavereceivedsafetyevaluationsfortopicalreportsthatjustifiedremovingPASS.The ownersgroupsrepresentativesagreedtopursueaTSTFtravelerfortheremovalofPASS.
FollowingreceiptoftheproposedTSTF,thestaffbelievesitisinaposition(basedonthe topicalreviews)toquicklypublishthenoticeforcommentascalledforintheCLIIP.TheBWR andB&WOwnersGroupswouldlikelysubmitTSTFsandtheCLIIPwouldbeusedforthe remainingplantsusingaseparateactivity.BillReckleyofthestaffprovidedapossibleexample ofanindividuallicensee'sapplicationusingtheCLIIPforPASSelimination(Attachment6).ThestatusoftheRiskInformedTechnicalSpecifications(RITS)effortwasdiscussed.TheOGhassubmittedproposalforInitiatives1(preferredendstates),2(revisedelaytimeforentering requiredactionsuponmissingasurveillance),and3(modifymoderestraintlogic);Initiative1is currentlyunderreviewbythestaff.RevisionstoTSTF-358andTSTF-359canbeexpected fromtheOGinearlyJuly.AproposalonInitiative6(modifyLCO3.0.3)isexpectedfromthe OGbytheendoftheyear.Participantsagreedtoconductastatusconferencecallat10AMonJune27,2000.ThenextTSTFmeetingwillbeonJuly13-14,2000attheNRC.
