REPORT - 649 th MEETING OF THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS, DECEMBER 7-8, 2017
Dear Chairman:
During its 649 th meeting, December 7-8, 2017, the Advisory Committee on Reactor Safeguards (ACRS) discussed several matters and completed the following letter and memorandum:
LETTER Letter to Michael Weber, Director, Office of Nuclear Regulatory Research, NRC, from Dennis C.
Bley, Chairman, ACRS:
- "ACRS Assessment of the Quality of Selected NRC Research Projects - FY 2017," dated January 23, 2018
MEMORANDUM Memorandum to Victor M. McCree, Executive Director for Operations, NRC, from Andrea D.
Veil, Executive Director, ACRS:
- "Documentation of Receipt of Applicable Official NRC Notices to the Advisory Committee on Reactor Safeguards for December 2017," dated December 14, 2017
HIGHLIGHTS OF KEY ISSUES
- 1. Assessment of the Quality of Selected NRC Research Programs - FY 2017 The Committee completed its report on the quality assessment of NRC research projects on NUREG-2208, "Validation of Computational Fluid Dynamics Methods Using Prototypic Light Water Reactor Spent Fuel Assemblies Thermal-Hydraulic Data" and NUREG/CR-7222, "Tsunami Hazard Assessment Based on Wave Generation, Propagation, and Inundation Modeling for the U.S. East Coast."
Committee Action
The Committee issued a letter dated January 23, 2018, transmitting this report to the Director, Office of Nuclear Regulatory Research. The Committee found that:
- NUREG-2208 - this project was found to be satisfactory, a professional work that satisfies research objectives.
- NUREG/CR-7222 - this project was found to be satisfactory, a professional work that satisfies research objectives.
- 2. Election of ACRS Officers for CY 2018 The Committee elected Michael Corradini as ACRS Chairman, Peter Riccardella as ACRS Vice Chairman, and Matthew Sunseri as Member-at-Large for the Planning and Procedures Subcommittee for CY 2018.
- 3. ACRS Retreat The Committee held a retreat to receive and consider insights from soon departing ACRS members, Dr. Dana Powers and Mr. John Stetkar.
RECONCILIATION OF ACRS COMMENTS AND RECOMMENDATIONS
- The Committee considered the Executive Director for Operations' response of November 2, 2017, to the September 25, 2017 ACRS letter, "Interim Letter: Chapters 7 and 18 of the NRC Staff's Safety Evaluation Report with Open Items Related to the Certification of the APR1400 Design." The Committee was satisfied with the Executive Director for Operations' response.
- The Committee considered the Executive Director for Operations' response of November 20, 2017, to the October 20, 2017 ACRS letter, "Revision 3 to Regulatory Guide 1.174." The Committee was satisfied with the Executive Director for Operations'
response.
SCHEDULED TOPICS FOR THE 650 th ACRS MEETING The following topics are scheduled for the 650 th ACRS meeting, to be held on February 8-10, 2018:
- NuScale Request for Exemption from 10 CFR Part 50, Appendix A, GDC 27, "Combined Reactivity Control Systems Capability"
- Biennial Review and Evaluation of the NRC Safety Research Program Sincerely,
