The objective of this task order is to obtain technical expertise to assist the NRC staff in the update to GALE86 and integrate it with the updated NRCDose code (End of Clause)B.2 CONSIDERATION AND OBLIGATION-TASK ORDERS (a) The ceiling of this order for services is $397,161.00

.(b) This order is subject to the minimum and maximum ordering requirements set forth in the contract.(c) The amount presently obligated with respect to this order is $125,000.00 of which the sum of $105,894.00 represents the estimated reimbursable costs, and of which $19,106.00 represents the fixed-fee.

The obligated amount shall, at no time, exceed the order ceiling as specified in paragraph (a) above. When and if the amount(s) paid and payable to the Contractor hereunder shall equal the obligated amount, the Contractor shall not be obligated to continue performance of the work unless and until the Contracting Officer shall increase the amount obligated with respect to this order, in accordance with FAR Part 43 - Modifications.

Any work undertaken by the Contractor in excess of the obligated amount specified above is done so at the Contractor's sole risk and may not be reimbursed by the Government.(d) The Contractor shall comply with the provisions of FAR 52.232 Limitation of Funds, for incrementally-funded delivery orders or task orders.(End of clause)

The GALE86 code is considered an acceptable method by the NRC staff for demonstrating compliance with 10 CFR Part 50, Appendix I. Although past attempts were made to update the GALE86 code, a version that is user friendly, robust, and flexible for application submittals and NRC staff reviews of LWRs has not yet been endorsed for reactor licensing.

Further, the current GALE86 code and its interim updated versions were not developed to evaluate small modular and advanced reactor designs. Information Systems Laboratories, Inc., Chesapeake Nuclear Services is currently working to update the NRCDose code under Enterprise-Wide Contract No. NRC-HQ-25-14-E-0006, Order No. NRC-HQ-25-16-T-0001.

The NRCDose code calculates atmospheric dispersion and deposition factors, and liquid and gaseous doses from radioactivity released in reactor effluents to the environment (i.e., GALE86 code) based on methods described in RGs and NUREGs. This new work is needed to provide an effective and efficient licensing tool that will assist applicants, licensees, and the NRC staff in calculating source terms, effluent releases, and exposure pathway doses for anticipated small modular and advance reactor design applications submitted for NRC review and approval. Because the design functions and features of this integrated code system will be robust and flexible, it may be also used for LWRs and power uprates for NRC licensed LWRs as an acceptable replacement to the GALE86 code. Use of this integrated code system will be considered as an acceptable method to demonstrate compliance with the NRC's regulations in 10 CFR Part 20 and Appendix I to 10 CFR Part 50, and the EPA's regulations in 40 CFR Part 190.3.SCOPE OF WORK The objective of this task order is to obtain technical expertise from the contractor to assist the NRC staff in the update to GALE86 and integrate it with the updated NRCDose code from Contract No. NRC-HQ-25-14-E-0006, Order No. NRC-HQ 16-T-0001 under the same GUI for an Integrated Reactor Effluents and Dose Code System. The contractor will perform this work under the direction of the NRC staff in the Radiation Protection and Accident Consequences Branch (RPAC), Division of Division of Site Safety & Environmental Analysis (DSEA) in the NRC Office of New Reactors (NRO).As part of this task order the contractor will provide an update to the GALE86 code including, but not limited to: i mproving the GUI and format to more clearly present parameters, assumptions and results; improving the file structure for saving and retrieving inputs/outputs and print options; easier method for user-defined (i.e., fully

SPECIFIC TASKS. The deliverables shall be submitted to the NRC COR. Unless otherwise directed by the NRC CO or COR, the contractor must provide all deliverables except the Monthly Letter Status Reports as draft products. The NRC COR will review all draft deliverables (and coordinate any internal NRC staff review, if needed) and provide comments back to the contractor.

The contractor shall revise the draft deliverable based on the comments provided by the NRC COR and then deliver a revised version of the deliverable, which will then be considered the final version. When mutually-agreed upon between the contractor and the NRC COR, the contractor may submit preliminary or partial drafts to help gauge the contractor's understanding of the particular work requirement.

More than one round of drafts may be needed if the contractor does not successfully incorporate the NRC COR's comments on the previous draft deliverables.

The contractor shall develop (as necessary), maintain, and control data, files, information, and deliverables pursuant to this task order.6.GOVERNMENT-FURNISHED PROPERTY N/A 7.PLACE OF PERFORMANCE All work shall be performed at the contractor's site.8.SPECIAL CONSIDERATIONS TRAVEL/MEETINGS Any contractor travel (if needed) for task 1 will require written approval from the NRC COR.SECURITY Work on this task order will not involve the handling of proprietary information.

9.DATA RIGHTS Page 11 The NRC shall have unlimited rights to and ownership of all deliverables provided under this contract/order, including the updated GUI and NRC codes, reports, recommendations, briefings, work plans and all other deliverables.

All documents and materials, to include the source codes of any software, produced under this contract/order are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government.

These documents and materials may not be used or sold by the contractor without written authorization from the NRC CO. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights. The definition of "unlimited rights" is contained in Federal Acquisition Regulation (FAR) 27.401, "Definitions."

FAR clause at FAR 52.227-14, "Rights in Data-General,"

is hereby incorporated by reference and made a part of this contract/order.

10.REQUIRED LABOR CATEGORIES The labor categories with the minimum technical qualifications of key personnel are presented in the table below. In addition, to meet the objectives of the work specified in this task order, the contractor must provide individuals who have experience and working knowledge of key NRC regulations and guidance. Note 1: Sr. Tech Reviewer must have the following qualifications:Demonstrated experience (at least 10 years) in NRC licensing reviews for new reactors to assess conformance with NRC guidance and compliance with NRC regulations, reactor effluents, RG 1.109 exposure pathway models, ICRP dose methodologies, and the As Low As is Reasonably Achievable design objectives in 10 CFR Part 50, Appendix I.Demonstrated e xperience (at least 10 years) in using the GALE86 and WinGALE86 codes to perform calculations of reactor effluents (liquid and gaseous) including setting up analyses, data input, running code, generating associated reports, and describing and interpretation of results.Demonstrated experience (at least 10 years) in using NRCDose with XOQDOQ, LADTAP II, and GASPAR II codes to perform dose calculations of liquid and gaseous effluents including setting up analyses, data input, running code, generating associated reports, and describing and interpretation of results. Note 2: Technical staff must have the following qualifications in addition to the qualifications in Note 1 for Technical Staff:Demonstrated experience (at least 10 years) in computer code programming (e.g., Fortran, C++, Visual Basic), Microsoft (MS) Access, information technology and software to include Internet Explorer, Microsoft Word, Microsoft Excel, and GUI development under MS Windows using the WinGALE86 and NRCDose with XOQDOQ, LADTAP II, and GASPAR II codes.

The request must also contain a complete resume for the proposed substitute and other information requested or needed by the contracting officer to evaluate the proposed substitution.

The contracting officer and the project officer shall evaluate the contractor's request and the contracting officer shall promptly notify the contractor of his or her decision in writing.(d) If the contracting officer determines that suitable and timely replacement of key personnel who have been reassigned, terminated, or have otherwise become unavailable for the contract work is not reasonably forthcoming, or that the resultant reduction of productive effort would be so substantial as to impair the successful completion of the contract or the service order, the contract may be terminated by the contracting officer for default or for the convenience of the Government, as appropriate.

If the contracting officer finds the contractor at fault for the condition, the contract price or fixed fee may be equitably adjusted downward to compensate the Government for any resultant delay, loss, or damage. (End of Clause)H.2 CONTRACTING OFFICER'S REPRESENTATIVE (a) The contracting officer's authorized representative hereinafter referred to as the Contracting Officer's Representative (COR) for this contract is:

Page 15 (f) If, in the opinion of the contractor, any instruction or direction issued by the COR is within one of the categories defined in paragraph (c) of this section, the contractor may not proceed but shall notify the contracting officer in writing within five (5) working days after the receipt of any instruction or direction and shall request that contracting officer to modify the contract accordingly.

Upon receiving the notification from the contractor, the contracting officer shall issue an appropriate contract modification or advise the contractor in writing that, in the contracting officer's opinion, the technical direction is within the scope of this article and does not constitute a change under the "Changes" clause.(g) Any unauthorized commitment or direction issued by the COR may result in an unnecessary delay in the contractor's performance and may even result in the contractor expending funds for unallowable costs under the contract.(h) A failure of the parties to agree upon the nature of the instruction or direction or upon the contract action to be taken with respect to the instruction or direction is subject to 52.233 Disputes.(i) In addition to providing technical direction as defined in paragraph (b) of the section, the project officer shall: (1) Monitor the contractor's technical progress, including surveillance and assessment of performance, and recommend to the contracting officer changes in requirements.

(2) Assist the contractor in the resolution of technical problems encountered during performance.

(3) Review all costs requested for reimbursement by the contractor and submit to the contracting officer recommendations for approval, disapproval, or suspension of payment for supplies and services required under this contract.(End of Clause)
