Entergy Operations, Inc. and Entergy Nuclear Operations, Inc. (Entergy) are revising the implementation schedule for open phase condition for Grand Gulf Nuclear Station, River Bend Station, Waterford 3 Steam Electric Station, and Palisades Nuclear Plant. In 2014, these plants committed to the generic schedule as provided in Nuclear Energy Institute (NEI) Industry Initiative on Open Phase Condition (Reference 1 ). Subsequently, in Reference 2, NEI revised the voluntary industry initiative generic schedule for Open Phase. Entergy withdrew its membership from NEI in February 2018, as discussed in Reference 3, but the withdrawal did not impact prior commitments to NEI documents or commitments made by NEI on behalf of Entergy. Recently, NEI revised the implementation schedule in Reference
- 4. Entergy is no longer a member of NEI; however, Grand Gulf Nuclear Station, River Bend Station, and Waterford 3 Steam Electric Station will adhere to the implementation schedule established in Reference
- 4. Palisades has established an implementation date of December 31, 2020 for their Safeguards Transformer 1-1, which is also consistent with Reference
- 4. References 5 through 8 provided a summary of the interim corrective actions taken at Grand Gulf Nuclear Station, River Bend Station, Waterford 3 Steam Electric Station, and Palisades Nuclear Plant to ensure plant operators can promptly diagnose and respond to an open phase condition.
However, consistent with Reference 4, these plants, except as noted above for Palisades, have implemented design changes in a monitoring mode with an alarm response process for operators to take action if the system detects the presence of an open phase condition.
These actions supersede the interim corrective actions. This letter contains no new regulatory commitments.
