Enclosure 1 contains the TRM change summary from January 1,2007, through June 30,2008. This letter contains no new commitments and no revisions to existing commitments. SUMMARY

Date of Affected Change Section Summary 0311 5/07 TRM 3.9.1 The phrase, "movement of fuel assemblies within containment," replaces "core alterations" throughout the document. 04/13/07 TRM 2.1 U1 The Core Operating Limits Report had its contents adjusted as appropriate for fuel reload Cycle 31. 04130107 TRM 1.0 Throughout the document the word ""will" was changed to "shall." Section 4.0, "Programs," was revised to contain more details of the contents of programs addressed in Technical Specifications. Section 5.0 was clarified to state the TRM is part of the current licensing basis. Two references were added to Section 6.0. TRM 4.1 3 "Licensing" was changed to "Regulatory Affairs" and "will" was changed to "shall" throughout the document. In Section 6.0, "TRM Controls Program," was deleted. In Section 9.0, the "Condition Reporting" process was changed to "Corrective Action." 1 1/06/07 TRM 2.2 0211 8/08 TRM 2.2 The cover page, which contained EFPY values, was deleted to be consistent with other TRM documents. Section 2.3, PORV lift values, were changed to 420 psig from 500 psig. Section 3.0, regarding reactor vessel capsule removal, was added. Section 4.2, all EFPY values revised to reflect current values. In 5.0, Reference 5.8 was deleted and 5.1 3 through 5.1 8 were added. The attached Tables and Figures were revised to reflect updated Power-Operated Relief Valve setpoints, capsule removal schedule, and effects current EFPY values. Paragraph 2 was added to Section 1 .O, providing identification of NRC safety evaluations. Paragraph 3 was revised to identify Westinghouse Reports used in PTLR preparation. In the Reference section, "NMC was removed from the license amendment references. Reference 5.18 clarified that the Master Curve Methodology is not applicable. References 5.19 through 5.24 were added. 03/20/08 TRM 3.8.3 TSR 3.8.3.1 Frequency, and Bases for same, were changed to include "or as modified with appropriate justification". 03/26/08 TRM 3.3.1 Table 3.3.1-1, Function 7, Surveillance Requirements, TSR 3.3.1.6 was renumbered to 3.3.1.7. Bases TSR 3.3.1.6 had VCT removed. Bases TSR 3.3.1.7 VCT (volume control tank) was added. TRM 3.9.3 In the Background Section, added second-to-last paragraph, which identifies License Amendment 21 3/21 8. Reference 3 added. Table 3.9.4-1, item 9, changed "bus on associated unit" to "PBNP Units 1 and 2". TRM 3.9.4 TLCO and Applicability section, second paragraph replaced "flange" with "internals assembly". In "Bases", last paragraph, added "head" after "reactor vessel". Added a description to Reference 2. 0411 9/08 TRM 2.1 U 2 Core Operating Limits Report content was adjusted as appropriate for fuel reload Cycle 30. 04/28/08 TRM 2.2 Section I .O, 3" paragraph, replaced "June 2008" with "36.9 EFPY (approximately 201 5)". Section 2.0, was revised to remove "all" prior to "applicable limits" in Paragraph 1. Section 2.0, Paragraph 2 added specific reactor fuel management strategy and associated reactor power levels and added that future operation causes EFPY effects to be evaluated. Section 4.0, added 36.9 EFPY, and included specific limiting beltline locations for each unit. The list of tables was deleted. Reference Section 5.0, added 5.4 through 5.10 and 5.19. In 5.2, the latest revision date is March 2008. All Figures and Tables were updated to reflect current data. 05/23/08 TRM 3.7.7 Condition B. change 90°F to 85OF. Table 3.7.7-1, Page 6, deleted Footnote f. Table 3.7.7-1, Page 5, revised the Requirements of the last two items based on latest computer model runs. Bases, for Actions, ltem B.l, clarified applicabilities to the different bearing types. Reference 7 was added. 05130108 TRM 2.2 TRM 4.8 Section 1 .O, third paragraph, added "Ref 5.19" and changed the previous "Ref 5.19" to "Ref 5.2". Section 2.0 deleted table and paragraph on fuel management strategy. To ltem 2.1.2, added "Ref 5.2". Added Section 2.4, Criticality and Hydrostatic Leak Test Limits. Reference 5.5 was inserted. Table I, added Reference ** Table 3, Footnote (E), included WCAP number Added SG as abbreviation for steam generator, and used the acronym throughout the document.Section I, second paragraph, added Technical Specification 5.5.8 as Steam Generator Program and included tube integrity as the "intended safety function." Section 7.0, deleted details of the various criteria, and replaced them with a reference to Technical Specification (TS) 5.5.8. Section 8.0, replaced the table LC0 Actions with references to appropriate Technical Specifications. Section 9.0 changed the section to include reference TS 5.5.8 for applicable requirements. Paragraph 3.4, replaced the reference to procedure NDE-150 with reference to IS1 CL 1, 2, 3 Program. Paragraph 3.6, included date of NRC Safety Evaluation. Paragraph 5.3, capitalized "r" in Rev. 1. Section 6.0, replaced IS1 LTP with IS1 CL 1, 2, 3 Program. Paragraph 7.2 deleted the words "condition report." Paragraph 9.1, replaced IS1 LTP with IS1 CL 1,2, 3 Program.
