the public

health and

safety in the

current threat envi

ronment. In 2002 , NRC issu

ed Orders requirin

g compensatory mea

sures whi ch include n uclear securi

ty and EP. The NRC staff has re

viewe d all of the re

sponses to thes

e 2002 Orders. The N

RC staff has observ

ed license

e performance durin

g security-ev

ent-based EP drill s and exe rcises and se

curity force-on-force e

xercises.

The NRC staff has di

scussed securi ty-rel ated E P iss ues w ith Fe deral , State and l ocal govern ment offic

program enhancements. The

loped the enclosed guidance, entitled "Enhancem

ents to Emergency Prepare

dness Programs f

or Hostile

Actio n" (M ay 20 05, rev ised Nove mber 18 , 2005), to cl arify the v ariou s opti ons av aila ble to licensees

to implement the

se enhancements , and NEI al

so requested NRC

endorsement of

these optio ns in a let ter dat ed Nov ember 2 2, 200 5. SUMMARY OF ISSUE

The NEI guidance

clarifies i

ssues, enhance

s emergency acti

on level s, and provi

des implementation methods

in support of Bulletin 2005-02. The NRC staf

f finds that the

NEI guidan ce rema ins co nsiste nt wi th the inten t of the bull etin a nd is appro priate for li censee use. As suc h, the NRC s taff endor
