In a telephone conversation on January 23, 2006, between Mr. Joe Scott, Supervisor of NuclearTraining Operations, and Mr. Mark A. Chitty, Operations Engineer, arrangements were made
for the administration of licensing examinations at North Anna Power Station, Units 1 and 2. The written examinations are scheduled to be given on June 2, 2006, and the operating testsare scheduled to be given during the weeks of May 22 and June 5, 2006. The on-site
preparatory week is scheduled for the week of May 1, 2006.As agreed during the telephone conversation, the staff of the U.S. Nuclear RegulatoryCommission will prepare the examinations based on the guidelines in Revision 9, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." Your staff will be giventhe opportunity to review the examinations during the week of April 24, 2006. Your staff will fillin the scenario details (ES-D-2) and the details of the JPMs and will also provide copyingservices for administering the examinations. To meet the above schedule, it will be necessary for your staff to furnish the reference materialidentified in NUREG 1021, ES-201, Attachment 2, "Reference Material Guidelines For InitialLicensing Examinations," by January 31, 2006. We request that any personal, proprietary,
sensitive unclassified, or safeguards information in your response be contained in a separate
enclosure and appropriately marked. All materials shall be complete and ready-to-use. Any
delay in receiving the reference materials, or the submittal of inadequate or incomplete
materials, may cause the examination to be rescheduled.In order to conduct the requested written examinations and operating tests, it will be necessaryfor your staff to provide adequate space and accommodations in accordance with NUREG1021, ES-402, "Administering Initial Written Examinations," and to make the simulation facilityavailable on the dates noted above. In accordance with NUREG 1021, ES-302, "AdministeringOperating Tests To Initial License Applicants," your staff should retain the original simulator
performance data (e.g., system pressures, temperatures, and levels) generated during thedynamic operating tests until the examination results are final.
VEPCO2Appendix E of NUREG-1021, "Policies and Guidelines For Taking NRC Examinations," containsa number of NRC policies and guidelines that will be in effect while the written examinationsand operating tests are being administered.To permit timely NRC review and evaluation, your staff should submit preliminary reactoroperator and senior reactor operator license applications (Office of Management and Budget
(OMB) approval number 3150-0090), medical certifications (OMB approval number 3150-0024),
and waiver requests (if any)(OMB approval number 3150-0090) at least 30 days before the first
examination date. If the applications are not received at least 30 days before the examinationdate, a postponement may be necessary. Signed applications certifying that all training hasbeen completed should be submitted at least 14 days before the first examination date.This letter contains information collections that are subject to the Paperwork Reduction Act of
1995 (44 U.S.C. 3501 et seq.). These information collections were approved by the Office ofManagement and Budget, approval number 3150-0018, which expires on June 30, 2006. The

response, including the time for reviewing instructions, gathering and maintaining the data
needed, writing the examinations, and completing and reviewing the collection of information.
