ThankyouforyourletterofFebruary4,2000,enclosingtheindustrysteamgeneratorprogramgenericlicensechangepackage,includingthedraftofNEI97-06,"SteamGeneratorProgram Guidelines,"Revision1.Yoursubmittalofthegenericlicensechangepackagerepresentsa majorstepintheefforttoresolvethetechnicalandregulatoryissuesrelatedtotheNEI97-06 initiativeand,inparticular,thechangestotheregulatoryframeworkneededtofacilitatefull implementationoftheNEI97-06guidelines.TheNRCstaffsupportsandencouragesindustry initiativesthatenhancetheeffortsofboththeindustryandNRCtomaintainsteamgenerator tubeintegrity,andwerecognizetheeffortandresourcesthattheindustryhasfocusedonthis importantissue.DuringpublicmeetingswiththeindustryonMarch17,2000,thestaffoutlinedtheprocessitintendstofollowduringthereviewofthegenericlicensechangepackage.Aswasstated duringthemeeting,thesteamgeneratortubefailureeventatIndianPoint2hasdelayedthe startofthestaff'sreviewofthegenericlicensechangepackage.TheNRCstaffiscurrently reviewingtheresultsofthelatestIndianPoint2steamgeneratorinspections,resultsfrom previousinspections,thelicensee'srootcauseevaluation,andthelicensee'scorrectiveactions aspartofitsdeterminationastowhethertheIndianPoint2steamgeneratorsaresafetobeput backintooperation.Inaddition,thestaffwillbeperforminganevaluationoflessonslearned frombothtechnicalandregulatoryprocessperspectives.InSECY-00-0078,"StatusandPlansforRevisingtheSteamGeneratorTubeIntegrityRegulatoryFramework,"thestaffcommittedtotheCommissionthatduringthereviewofthe genericlicensechangepackage,itwouldassesstheimplicationsoftheIndianPoint2 experiencewithregardtothenewregulatoryframework.Inordertoproperlyassessthe implicationsoftheIndianPoint2experience,itwillbenecessarytocompletemostofthe lessonslearnedevaluationpriortoproceedingwiththegenericlicensechangepackage.
Therefore,wedon'texpecttostartthereviewofthegenericlicensechangepackageuntilat leastJulyandtocompletethereviewanysoonerthanDecember2000.Thiscompletiondateis dependentontheIndianPoint2schedule.
