Periodic Review of Regulatory Guide Regulatory Guide Number: 1.30 Title: Quality Assurance Requirements for the Installation, Inspection and Testing of Instrumentation and Electronic Equipment

Recommended Staff Action:

1. What are the known technical or regulatory issues with the current version of the Regulatory Guide (RG)?

IEEE Std 336-1971 "Installation, Inspection and Testing Requirements for Instrumentation and Electric Equipment During the Construction of Nuclear Power Generating Stations," also known as ANSI N45.2.4-1972, was endorsed in what is now called RG 1.30. Regulatory Guide 1.30 was originally published as Safety Guide 30, "Quality Assurance Requirements for the Installation, Inspection and Testing of Instrumentation and Electric Equipment," on August 11, 1972. It endorsed IEEE 336-1971, to support the quality assurance (QA) program requirements required by GDC 1 and 10 CFR Part 50, Appendix B. IEEE Standard 336 was most recently revised and issued in 2010 (IEEE Std 336-2010). The 2010 revision converted IEEE Std 336 to a Recommended Practice. A recommended practice allows flexibility with respect to the interpretation of the information provided in the standard, but uses IEEE standard language. There are no technical or regulatory issues at this time requiring revision of the RG. However, revision of RG 1.30 to endorse IEEE 336-2010 is recommended and is in process at this time.

2. What is the impact on internal and external stakeholders of not updating the RG for the known issues, in terms of anticipated numbers of licensing and inspection

activities?

Use of the current version of RG 1.30 will have no known impact on internal or external stakeholders at this time. However, it creates confusion with stakeholders because it is out of date, and the current version of IEE 336 is vastly preferred by NRC staff as guidance versus the early version of the standard.

3. What is an estimation of the level of effort needed to address identified issues in terms of FTE and contract dollars?

A fraction of a FTE will be required.

4. Based on the answers to the questions above, what is the proposed staff action for this RG?

Revise. The RG is undergoing revision

5. If the RG should be revised, provide a conceptual plan and timeframe to accomplish this.

DG-1289 (proposed Revision 1 of RG 1.30) is prepared and is with NRC Staff for review and concurrence. DG 1289 will be issued in late 2014. RG 1.30 Revision 1 should be issued late in 2015.

that date. Plans are tentative and subject to change.
