ADAMS ADDITION - EMAIL RECORD TO SUPPORT COMMISSION PAPEROPTIONS AND RECOMMENDATIONS FOR PHYSICAL SECURITY FOR ADVANCED REACTORS FROM: William D. Reckley, Senior Project Manager /R/ Advanced Reactor and Policy Branch Division of Safety Systems, Risk Assessment and Advanced Reactors Office of New Reactors The attached email was received during the development of a white paper (ADAMS Accession No. ML17333A524), which was used to support public interactions and ultimately the Commission Paper "Options and Recommendations for Physical Security for Advanced Reactors" (ADAMS Accession No. ML18052B032). The white paper and initial draft s of the Commission Paper included the sentence:

- The staff estimates the current requirement adds approximately 5 million dollars per year to the operating costs of a nuclear power plant. - The staff estimate was based on rough assumption s of 50 armed responders being required to provide the minimum number of 10 responders per shift with an estimated pay/benefits cost of $100,000 per responder. Interactions with representatives from the Nuclear Energy Institute (NEI) during the public meetings on this topic included a question on their insights related to the cost estimate. NEI had performed a survey of their members as part of their activities in support of the white paper "Proposed Physical Security Requirements for Advanced Reactor Technologies

," dated December 14, 2016 (ADAMS Accession No.

ML17026A474), and the related interactions with the NRC staff. Given the general agreement in overall costs of the current regulatory requirements ($5M rough staff estimate versus $5.1M from NEI survey results), the staff deferred a more formal request for the NEI survey results until the development of the regulatory basis for a possible rulemaking (should the Commission direct the staff to pursue such a rulemaking).

However, questions related to the staff's cost estimate were raised during the concurrence process and so the attached email is being preserved and used to support the inclusion of the costs associated with the current regulatory requirements within the Commission Paper.
