ByletterdatedAugust15,1980,allWestinghouse Pressurized WaterReactorLicensees were-notifiedbyyourofficethatWestinghouse StandardTechnical Specifications andBaseshadbeenmodifiedtorequireatleast23feetofwateroverthetopofthereactorpressurevesselflangeduringmovementoffuelassemblies orcontrolrods.Licensees wererequested toadvisewhatmeasures, ifany,wererequiredtomeetthismodifiedrequirement andtoprovideassurance thatexposureoffuelassem-bliesandcontrolrodscannotoccurduringtransferwhiletheplantisinMode6.PleasebeadvisedthatUnitsNo.1and2oftheDonaldC.CookNuclearPlantareincompliance withtheaboverequirements duringtheperformance ofactualrefueling operations; however,basedontheprecisewordingofyourletter,wedonotmeetthecondition of"atleast23feetofwater"whileperforming theinitialunlatching ofcontrolrods,norwhenperforming thefinallatching, whichisfollowedbyadragtestonreassembled controlrods.Forreasonsofoperating efficiency andenhancedpersonnel safety,theunlatching andlatchingstepsarecarriedoutfromaplatformwhoseelevation onlyallowsapproximately 16feetofwatercoveroverthereactorpressurevesselflange;theinitialfillingandthefinaldrainingoftherefueling pitareinterrupted fortheseoperations.
Thecontrolroddragtestinvolvessomemovement(uptoabout36inches)ofthecontrolrods;asmallermovementoccursinconnection withlatchingandunlatching.
Duringunlatching, latchinganddragtesting,whichamounttoatotaltimeofapproxiIIIately 10hours,thereisstillaminimumof23feetof,wateroverthefuel.no/5,ji80X0080gq7 Itshouldbenotedthatduringtheseoperations, theupperin-ternalsareinplaceandthat,"transfer" offuelassemblies orcontrolrodsdoesnotoccur.Therefore wemeet'heintentofyourletter"topreventinadvertent exposureofafuelassemblyduringtransfer."
