Date: Oct. 27, 1986 Event: The plant manager (Jim Cross) of the Turkey Point Nuclear Plant at approximately 1399 hours0.0162 days <br />0.389 hours <br />0.00231 weeks <br />5.323195e-4 months <br /> at a meeting held in his office at the plant site, stated that "I dogged "QA" off thev're good at procedures etc. not good at harassment charges."
Date: Oct. 31, 1986 Event: The Quality Assurance Department Head (J. Bladow) of the Turkey Point Nuclear Plant at. approximately 1499 hours0.0173 days <br />0.416 hours <br />0.00248 weeks <br />5.703695e-4 months <br /> at a meeting held on the 2nd floor of the nuclear training facility, stated that the Turkey Point Nuclear Plant Site Vic>> President (John Odom) had stopped the internal investigation being done by his department concerning the allegations made to th>> federal agencies.
Although ?lr. Bladow maintains that he reports directly to a corporate person at the Juno offices of Florida Power 6 Light, I submit that his ~

CC>e direction of Turkey Point Nuclear Plant's (plant manager and site vice president) Jim Cross and John Odom r>>s)>ectfully. I submit that this is in f'act a violation of the Ammendment to the Atomic Energy Act of 1954 United States NRC ICE Information Notice 081-22 section 235 dat d 97/31/81 and applicable to NRC Region II.
Page 2/2 In addition, I further submit that this encroachment into the behavior and actions of the Quality Assurance Department of Turkey Point Nuclear bv on site management deviates from the proper and correct methods of operation of the Quality Assurance Department. I further submit that I now have reason to believe that prior, actions or decisions made by the Qualitv Assurance Department's personnel may have been influenced or mandated bv on site management personnel as certainly one would have to now question the integritv of the entire Qualit'y Assurance Department.
Furthermore, your licensee (Florida Power 6 Light) has contracted with and retained a legal firm from New Jersey (Stier,Anderson,Honroe) to investigate and report on the prior allegations forwarded to the YRC by Thomas Sapo> ito. During a questioning session with these attorney s on Oct. 31, 1906, I learned that these attorney's enjoy a relationship with your licensee (Florida Power 6 Light.) and therefore client/lawver priviledge. Additionally, thev have met with and discussed the aforementioned allegati.ons reported to the NRC with Nr.J.Bladow of the Turkey Point Nuclear plant's, Qualitv Assurance Department and I therefore 'ubmit that their purpose is self serving to your licensee (Florida Power G Light) and in collusion with their (QA) department.
I request that your department utilize to the fullest extent, it' resources to investigate and resolve these issues as the Health and Safetv of the Public relies on vour departments enforcement of the law.
