OFFICE OF NATIONAL NUCL R MATERIALS Even after the Commission rejected the proposal, I have learned recently that the staff is i

continuing to consider the proposal to combine the Office of State Programs (OSP) into the Office of Nuclear Materials Safety and Safeguards (NMSS). The Commission rejected this proposal in SECY-97-264 and I continue to believe that it is a mistake. I understand that the i

latest consideration of the integration of OSP into NMSS is being driven to help the NRC ,

achieve the agency-wide supervisor / manger-to-employee ratio target of one l supervisor / manager for every eight NRC employees. I believe a way of achieving this would be to combine the relevant functions of the Division of Industrial and Medical Nuclear Safety and I the Division of Waste Management into the Office of State Programs to create an Office of National Nuclear Materials Safety. I believe that this proposal should be considered by the Executive Committee as a means of meeting this supervisor / manager-to-employee ratio while continuing to recognize the importance of NRC's special relationship with the Agreement States. /
