Galligan, Jr., of March 31, 1986 The reference memorandum raised a number of policy-related issues which are worthy of a comprehensive response and comment to assure that the issues you raised are treated adequately. I have taken the liberty of forwarding your letter to the Office of State Programs with the request that they take the lead in coordinating a response directly to you. Therefore, I would expect that you should receive a rasponue from Wayne Kerr, the Director of that office, at some time in the future.
