SUMMARY
OF FEBRUARY 26,1998 WESTINGHOUSE OWNERS GROUP (WOG) AND NRC REGARDING BAFFLE BARREL BOLTING ISSUES On February 26,1998, representatives of WOG met with representatives of the Nuclear Regulatory Commission (NRC). Members of public, Westinghouse and utility representatives were also present. The purpose of this meeting was to present to the NRC on the baffle barrel bolting (B') program. The WOG representatives stated that the objectives of this meeting were to provide an update / status of WOG 88 program, review WOG program licensing schedule, review WOG/NRC interactions for the program, and present risk informed evaluation analysis results. Attachment i lists the meeting attendees. Attachment 2 is a copy of slides presented by WOG.
WOG has identified two lead plants (Point Beach Unit 2 and Farley Unit 1) that will begin to look into different types of bolting material starting this Fall. Both lead plants are on the course of outage schedule. A third lead plant has also been identified. However, the plans for the third lead plant will be based on the program results from the first two lead plants. WOG has proposed a licensing schedule for various topical reports and stated that the start of lead plants ;
site activities depend on the completion of review and approval of the appropriate WOG topical reports. l WOG also presented an overview on Lolt distribution methodology and summary on loss of

coolant accident (LOCA) break-opening time (BOT). WOG has received the staff's request for I additionalinformation (RAl) on WOG topical WCAP-14748. WOG plans to submit the l
response to the question contained in the RAI in the near future. WOG presented a j comparison between computer codes Multiflex Version 3.0 and Multiflex Version 1.0.
j Multiflex 3.0 was introduced as an improvement in the areas of two dimensional downcomer j representation, non-linear boundary conditions at core barrel /vesselinterface, and vessel '
motion allowed through relative modal analysis. WOG made reference material on Multiflex 3.0 ][Ch ~
available to the staff. A flow diagram of bolting acceptance program was presented by WOG.
WOG was requested to evaluate the data obtained from irradiated 347 and 316 g[9 ll****'

WOG Indicated that irradiated bolts will have higher yield preoperties than unirradiated bolts, similar to the situation in fuel assemblies. The NRC staff indicated that the allowable stress limits are established on the basis of available material ductivity, which is not the case with irradiated bolt materials. The NRC staff also commented that fuel assemblies are removed after a period of time in the core.
During this meeting, WOG presented material on B* risk-informed assessment. The risk-informed assessment objectives are evaluating risk associated with the possibility of degraded bolts in the baffle-barrel region, showing conformance with draft NRC risk-informed guidance (Regulatory Guide 1.174), and providing insights such that potential BS degradation can be treated as an aging management issue. The general approach WOG used in its risk-informed asressment was to develop a baffle barrel bolt-related core damage frequency model and utilize conservatisms regarding definitions of risk and associated success criteria. Steps that WOG has taken in addressing risk-informed assessment include: 1) obtaining background information, 2) interview experts to identify existing analyses, data. .and approaches to issues,
- 3) develop initial assumptions, scope, rough models,4) conduct reviews with utility advisory )
team and address comments, 5) conduct expert elicitations,6) refine models and assumptions j based on 4) and 5), 7) perform supporting calculations and initial core damage frequency (CDF) !
quantification, 8) conduct peer review of expert sessions / input / process,9) perform sensitivity and uncertainty evaluations, and 10) address qualitative issues and summarize results. WOG i has concluded that the risk-informed evaluation results provide a reasonable indication that l potential B* related risk is small (for 2-loop plants) - incremental CDF (calculated with )
conservative assumptions) is less than 1E-6 per reactor year WOG also provided a detailed discussion on expert sessions.
WOG reiterated the importance that the NRC response on the review and approval of WOG ,
topical reports involving BOT, Multiflex 3.0, Methodology,2-loop and 3-loop group results. i The NRC staff questioned if WOG plans to submit any document that involves risk-informed i assessments, and cautioned that the staff may not be able to approve WOG topical report i without justifications on the risk-informed evaluation being submitted. The NRC staff also requested WOG contacts to be established in case the staff have any questions. WO3 has i designated the following people to be the contacts: Mr. Steven M. DiTommaso and Mr. David R. Forsyth.
